The Data Architect will serve as the designated technical lead responsible for ensuring continuity of legacy data environments and contributing to the National Credit Union Administration’s (NCUA) strategic data vision. This role provides ongoing institutional knowledge throughout the duration of the contract and delivers expert-level support to developers maintaining and enhancing data systems. The Data Architect will play a key role in bridging legacy data sources with modern enterprise data capabilities, including expanding the use of the Enterprise Central Data Repository (ECDR).

Key Responsibilities:
Serve as the technical lead for data architecture, ensuring continuity of legacy data stores and supporting modernization efforts.

Provide institutional knowledge and expertise across the data environment throughout the life of the contract.

Support developers by providing expert insight into legacy and enterprise data systems for operations and maintenance (O&M) tasks.

Bridge understanding between legacy data sources and the Enterprise Central Data Repository (ECDR), supporting integration where appropriate.

Lead and conduct conceptual and logical data modeling efforts in support of application and enterprise data needs.

Analyze business processes to identify and document data requirements.

Work with Business Owners and Subject Matter Experts (SMEs) to identify authoritative data sources and ensure data traceability and quality.

Understand and communicate how data is used across upstream and downstream systems and in acquisition documentation.

Develop and maintain data reference models, conceptual data models, and data dictionaries.

Required Qualifications:
Education: Bachelor’s degree in Computer Science, Information Science, Information Systems Management, Math, Statistics, Operations Research, Engineering, or a related field and at least 4 years of relevant experience.
OR
A minimum of 5 years of experience as a Data Architect without a degree.

Experience:

Experience in conceptual and logical data modeling.

Experience in data analysis and requirements gathering from business processes.

Proficient in SQL and understanding of relational and non-relational data stores.

Experience working with legacy data systems and enterprise data repositories.

Preferred Skills and Competencies:
Strong understanding of logical functional/data decomposition and how it relates to systems design.

Excellent analytical and problem-solving skills with attention to detail.

Experience identifying authoritative data sources and aligning data with enterprise architecture.

Ability to communicate complex technical data concepts clearly to both technical and non-technical stakeholders.

Familiarity with federal data governance standards and practices is a plus.
