Position Description:
The Intelligence Analyst II will provide expert guidance and support to the Counterintelligence and Identity Intelligence (CI2) Directorate seniors and staff on Department of Defense (DoD) counterintelligence policy development, strategic planning, mission management, functional integration, and internal Directorate operations. This position requires a deep understanding of DoD CI investigations, counterespionage, counterterrorism operations, collections, functional services, and associated DoD CI policies, executive orders, and federal laws.

Responsibilities and/or Success Factors:
Develop, revise, and staff CI policy issuances for informal, formal, and signature processes in support of the CI2 Directorate
Ensure comments are properly adjudicated and promulgated within the provision of the Office of the Director, Administration and Management (ODA&M) guidelines and timeliness standards for DoD Policy directives and instructions
Work with senior CI2 Directorate personnel to perform CI policy oversight inspections for all DoD components with an organic CI capability
Prepare written reports on inspection results, identifying CI best practices to improve overall efficiency and effectiveness of the DoD CI enterprise
Monitor components' efforts to address identified deficiencies to become policy compliant
Conduct research and draft responses to questions related to DoD CI issues for senior DoD officials and other DoD stakeholders
Prepare and coordinate staff actions, information papers, and official memoranda for distribution within DoD and the Intelligence Community
Support the development of briefing materials and presentations for senior DoD leadership
Participate in policy development, strategy, and compliance meetings relevant to CI operations
Minimum Qualifications, Including Certificates:
Bachelor's Degree from an accredited university
Active Top Secret / SCI clearance
Seven (7) years of experience working with DoD CI investigations, counterespionage, counterterrorism operations, collections, functional services, and associated DoD CI policies, executive orders, and federal laws.
One (1) year of experience developing briefing materials and presenting to peers and senior leadership in areas including CI policy, strategy, oversight functions, capability gaps.
One (1) year of experience supporting senior DoD officials as a staff and/or action officer
One year (1) of experience conducting research and analysis of DoD policy/guidance documents and legal decisions.
Comprehensive knowledge of DoD and Intelligence Community organizations, missions, and functions
Excellent written and verbal communication skills
Strong analytical and critical thinking skills
Proficiency with Microsoft Office suite and DoD information systems
