CONTINGENT UPON AWARD OF CONTRACT
Take your career to the next level as you lead a team of self + 16 Insider Threat Analysts in support of the FBI’s Internal Threat Office (InTO). Serve as a role model, providing mentorship, support, and advice to less senior personnel, perform as a Senior Insider Threat Analyst, function as the “go to” link between Harkcon, Inc. and the federal client.
Responsibilities of this position include:
• Monitor and management contractor staff, to include addressing any identified personnel issues.
o Ensuring operational coverage for all critical areas to meet the requirements and priorities as identified by division leadership.
• Work collaboratively with government analysts to define and execute all reports and other deliverables.
• Review and evaluate incoming reports and information, collection plans, and programs.
• Develop and project data and estimate probabilities based upon knowledge of current and past intelligence situations, and an understanding of the significance of conditions and trends.
• Provide specialized research, threat analysis, and production support.
• Access and perform research on designated automated databases for the purpose of identifying information of interest to the Government, downloading the identified information to an appropriate medium, and editing the information into format(s) to be specified by the customer.
• Provide threat analysis of the information that is tailored to the Government's requirements.
• Develop information and technical support documents, summaries, reports, presentations, and other designated products in support of the Government's information and technical support requirements.
• Conduct Analytical and critical thinking; (i.e. Understand problem set, review facts, make accurate observations and judgments and provide recommendations to management).
Tasks associated with the Sr. Insider Threat Analyst portion of this position include:
• Identify industry issues and trends.
• Develop innovative projects and strategically and tactically analyze threat related information and entities.
• Perform quality control of processes and products produced.
• Define critical topics and initiate comprehensive research efforts on analytical projects.
• Provide support to implement requirements management and optimize data for strategic program support.
• Research data to build and analyze trends and indicators.
• Perform data loss prevention functions.
• Respond to requests for information.
• Prepare finished studies of factual data.
• Provide reactive data analysis support in response to requests from FBI Headquarters, field offices, and other Government agencies.
• Write clear, concise and timely reports that identify, analyze and collate disparate pieces of information (formal and informal reports, correspondence, briefings, charts, tables, and graphs).
• Compare and contrast information from different sources.
• Gather, analyze, evaluate and prepare reports on insider threat inquiries.
• Perform electronic processing, transmittal, and storage of sensitive and classified information.
• Maintain familiarity with IT monitoring tools, configuration management, and managing or maintaining user accounts and system privileges.
• Assist in presentation preparation.
• Access and perform research on designated automate databases for the purpose of identifying information of interest to the Government, downloading the identified information to an appropriate medium, and editing the information into formats to be specified by the Government.
• Provide technical and operational support for data and case requests.
• Provide statistical data analysis for research and data exploration.
• Support the generation of potential leads, alerts, and triggers.
• Assist the government with identifying inappropriate and/or unauthorized system activity, associations, or communications.
• Assist the government with reviewing personnel security matters.
Tasks associated with the Sr. Insider Threat Analyst portion of this position include:
• Provide program management support.
• Oversee and manage projects, programs and/or tasks.
• Develop information and support documents, summaries, reports, presentations and other designated products in support of Government inquiries.
• Present briefings to personnel designated by the Government.
• Plan, organize, direct and support all activities identified in contract.
• Ensure conformance with task order schedules and costs.
• Manage personnel performance and productivity.
• Formulate and enforce work standards.
• Review work discrepancies.
• Manage contractor personnel.
• Assist in program management performance.
• Prepare, review and submit required reports and communicate policies, purpose, and goals of the organization to subordinates.
• Maintain responsibility for overall contract performance and quality assurance.
• Provide direction, support, guidance, and encouragement to contractor personnel and immediately address any performance or behavioral issues.
Requirements / Qualifications:
• Bachelor’s Degree
• 10 years of relevant work experience.
o Work experience in national security or security-related matters with an emphasis on information analysis required
• 8 years of hands-on experience performing administrative, analytical, and research functions in national security or operational security-related matters
• 5 years of leadership, supervisory or management experience.
• Skilled in evaluating and developing methods to accomplish PWS objectives.
• Proficiency with: Microsoft Office (Work, Excel, and PowerPoint), Google Chrome.
• Proven experience:
o Establishing methodologies for problems which do not appear to be susceptible to treatment by generally accepted methods. Proven experience providing oral presentations.
o Communicating instructions concerning mathematical analysis.
o Writing reports or documents that convey the findings/results of mathematical analysis to non-technical audiences.
• Excellent interpersonal skills and the ability to inform and communicate effectively with staff who have various backgrounds and personality types.
