Duties

As a STATE CONSTRUCTION AND FACILITIES MANAGEMENT OFFICER - Title 32, GS-0301-14, you will be responsible for managing the day-to-day base support and long-term construction/maintenance requirements for the Army National Guard of the State. Acquires, engineers, constructs, maintains, modifies, repairs, leases, and disposes of real property including land, readiness centers, training centers, surface and air maintenance facilities and other logistics structures, to include associated roads, parking lots, and utility systems, including those involving agreements with other components and services. An associated mission involves responsibility for an active environmental compliance and cultural resources management program. The incumbent is the key management official directly responsible for development, implementation, management, and direction of the statewide ARNG Real Property, Construction, Facilities Management, and Environmental programs through a full-time, part-time, and volunteer work force. These complex multi-million-dollar programs support, serve, and/or otherwise impact the entire Military Department of the State. Participates fully with the J4 and Chief of Joint Staff to formulate goals, policies, and objectives for the state. Monitors the implementation of an internal control system to affect a sound system of accountability. Presents, to the J4 and Chief of Joint Staff, recommendations for new organizational structures and management methods. Presents to The Adjutant General recommendations and priorities for Military Construction (MILCON) and other capital investment projects.

MILITARY REQUIREMENTS :

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: O-5 (Promotable) through O-6

Conditions of Employment:
  • National Guard Membership is required.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Must be able to obtain and maintain at a minimum a Secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
Qualifications

GENERAL EXPERIENCE : Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : To qualify for the GS-0301-14 level, you must have at least 12 months of specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Substitution of Education for Specialized Experience:
Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.
