Applied Research Solutions has an exciting new opportunity for a Procurement Analyst in support of the Special Operations Forces (SOF) Acquisition, Technology & Logistics (AT&L)'s Procurement Directorate (SOF AT&L-K).

Responsibilities Include:
  • Provide subject matter expertise in the administrative and technical support using the Procurement Integrated Enterprise Environment (PIEE).
  • Investigate and identify deficiencies or weaknesses in current Federal, DoD, and USSOCOM acquisition policies as needed and recommend solutions to ensure USSOCOM guidance meets and is consistent with Federal- and DoD-level guidance
  • Research, analyze, recommend, and draft acquisition SME-level documentation as needed to support command procurement policy; prepare documents in the format required by the FAR, DFARS, and SOFARS for the USSOCOM DOP
  • Draft procurement instructions and/or directives requiring review and research and rewrite as applicable
  • Gather quarterly metrics data from USSOCOM contracting offices including processing, compiling, and preparing for submission the quarterly verification and validation report and 2.5% contract file review
  • Provide administrative and technical support to the planning, coordinating, and execution of all aspects of the Procurement Directorate’s Procurement Management Review (PMR) program, the Government Purchase Card (GPC) program, the training program, and the Management Internal Control Program (MICP)
  • Provide administrative and technical support to assist in the planning, coordinating, and execution of all aspects of the contracting training program, which includes the annual Directorate of Procurement Collaboration and Training Summit (CATS)
  • Assist SOF AT&L-K with Freedom of Information Act (FOIA) requests
  • Assist the Contracting Officer with contract closeout support services for all types of contracts
  • Update and maintain the Contracting Desktop Resource Center on the SOF AT&L-K Portal, placing policies, directives, examples, user guides, etc. in a format to be placed on electronic media
  • Ensure accurate data transfer from the user of the databases for consolidation of reporting to DoD
  • Other duties as assigned

Qualifications/Technical Experience Requirements:

Minimum Experience:

Citizenship:Must be a US citizen

Clearance:Must have and be able to maintain a Secret clearance

Certifications:Hold DAWIA Practitioner (formerly Level II) Equivalency in Contracting or FAC-C, or ability to acquire within 6 months of hire.

Education:High School Diploma

Years of Experience:Minimum of 18 years of contract management experience to include:
  • Expertise in the Procurement Integrated Enterprise Environment (PIEE).
  • Subject Matter Expertise for Procurement Integrated Enterprise Environment (PIEE) modules, including administrative duties
  • Working knowledge of contract data reporting tools and training and database operations
  • Working knowledge of and experience with Federal Procurement Data System-Next Generation (FPDS-NG) and other DoD contract action reporting tools
  • Command of laws, policies, regulations and procedures governing acquisitions and contracting within the Federal government, which includes the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and the Special Operations Forces Federal Acquisition Regulation Supplement (SOFARS)

Preferred Experience:

Education and Experience: Bachelor’s degree in business or acquisition and 8 years of contracts management experience in support of a DoD acquisition agency
