This individual will apply advanced adult learning principles, curriculum development practices, and subject matter expertise to ensure that training content aligns with current policies, operational procedures, and agency standards.

The Training Specialist SME will serve as the lead instructional advisor supporting the design, delivery, and continuous improvement of training programs for federal personnel within the Enterprise Vetting Center (EVC). This individual will apply advanced adult learning principles, curriculum development practices, and subject matter expertise to ensure that training content aligns with current policies, operational procedures, and agency standards.
Responsibilities
- Conduct training needs assessments and job task analyses.
- Develop curriculum, training plans, and instructional materials tailored to EVC-specific missions and SOPs.
- Apply adult learning theories and ISD models (e.g., ADDIE) to create engaging learning experiences.
- Design both synchronous (ILT/VILT) and asynchronous (eLearning) courses using tools such as Articulate 360, Adobe Captivate, or Camtasia.
Training Delivery:
- Facilitate instructor-led training sessions, onboarding briefings, and refresher courses.
- Prepare classroom environments, manage logistics, and support graduation or certification ceremonies.
- Develop and present job aids, microlearning videos, and reference tools for on-demand learning.
Evaluation & Continuous Improvement:
- Collect and analyze learner feedback, assessment scores, and QA findings.
- Synthesize lessons learned and best practices into updated training materials.
- Participate in SOP reviews and working groups to ensure training remains aligned with current practices.
Stakeholder Engagement:
- Coordinate with federal stakeholders, program managers, and training coordinators to define objectives.
- Attend unit and cross-functional meetings to stay informed on changes impacting training.
- Recommend instructional strategies and delivery methods based on learner profiles and operational needs.
Qualifications
- An active Top Secret / SCI with CI Polygraph is required for consideration.
- Bachelor's degree in education, Instructional Design, Criminal Justice, or related field.
- 10+ years of experience in training development and delivery, preferably within a federal law enforcement or vetting context.
- Demonstrated experience with instructional design tools and learning management systems (LMS).
- Proven expertise in adult education, evaluation design, and curriculum lifecycle management.
- Strong written and verbal communication skills, with the ability to present complex concepts clearly.
- Ability to manage multiple projects with competing priorities in a high-security, fast-paced environment.
Preferred Qualifications:
- Prior experience supporting the FBI, DoD, DHS, or similar federal vetting/intelligence missions.
- ATD or CompTIA Certified Technical Trainer (CTT+), or similar certification.
- Familiarity with SCORM standards and eLearning content integration.
- Knowledge of federal training requirements.
