Cost Estimation Analyst
Position Overview:
This role provides cost estimating and financial analysis support to the Mapping, Charting, and
Geodesy (MC&G) Program Executive Office (PEO). The incumbent will lead the development
and maintenance of cost estimates for the Integrated Capabilities Baseline Document (ICBD)
and support broader budget planning and execution activities across the MC&G Mission
Domain. This position is critical to ensuring accurate program cost projections, informed
decision-making, and alignment with DoD and IC financial frameworks.
Key Responsibilities:
•
Develop, manage, and update cost estimates for the MC&G ICBD using various
techniques (e.g., analogous, parametric, bottoms-up)
•
Build and maintain spreadsheets, pivot tables, and supporting tools to estimate systemof-systems costs within an IT environment
•
Coordinate data collection and cost estimation activities with internal MC&G branches
and external stakeholders (e.g., NGA/R, NGA/SF, NGA/ST, CIO-T IPOs)
•
Support cost estimation efforts beyond the ICBD as required across the MC&G PEO
•
Assist in gathering and validating data inputs required for cost estimates and IGCEs
(Independent Government Cost Estimates)
•
Monitor budget execution, including obligations, unliquidated obligations, and
commitments, and collaborate with Program Managers and the Business Office to adjust
funding as necessary
•
Produce ICBD-related documentation, artifacts, and supporting materials
•
Provide cost estimate briefings to internal leadership and ICBD oversight authorities
•
Align MC&G cost estimation activities with broader NGA ICBD efforts to ensure
consistency and standardization
•
Advise on capability delivery schedules from a budgetary oversight perspective
•
Support development of programmatic documentation to justify and track MC&G
capabilities and financial requirements
•
Execute funding in support of MC&G Mission Domain initiatives in IPF, Source, and
Research portfolios
•
Prepare Weekly Activity Report (WAR) inputs and present financial updates to
stakeholders
Required Qualifications:
•
Minimum 2 years of experience supporting the National System for Geospatial
Intelligence (NSG)
•
2+ years of experience applying DoD and/or IC CAPE (Cost Assessment and Program
Evaluation) methodologies and templates, cost estimation techniques to support work
statements, change orders, and IGCE development
•
Experience using DoD/IC budgeting tools, financial management systems, and financial
and funding processes, including spend plan development and updates
•
Active TS/SCI clearance or eligibility required
