ASE is looking for a Quality Assurance Specialist to work in Suffolk, VA. The Quality Assurance Specialist is responsible for quality assurance inspections on board ships and in shops during ship repair operations. Inspects and monitors work performed on Government and commercial work items, specializing in Electrical Inspections for Quality compliance. Provide assistance to the onsite project management team for quality assurance, safety requirements and other needs as requested. Performs various project QA inspections and testing.

Responsibilities

  • Attends production meetings as necessary to keep up-to-date on job progress. Works with project management to resolve problems and possible negative workmanship trends.
  • As part of availability planning, develops Test and Inspection plan, performs technical review of work specs to ensure compliance with technical requirements, and conducts pre-availability sub-contract/QA meetings to review subcontract requirements.
  • Provides the Documenter's initial and updated information to maintain T & I plan and ensure it remains up to date.
  • Upon conclusion of each job (availability), review the final records for retention/job close out.
  • Reviews work packages prior to start-work for completeness, accuracy and compliance with technical specifications and customer requirements.
  • Follows basic Test and Inspection Plans for projects.
  • Performs in-process work surveillances, safety surveillances and assists production management with final work-package review after work-completion.
  • Performs internal in-process audits to monitor compliance with company procedures and performs external audits to evaluate supplier performance while on worksite.
  • Prepares Corrective Action Requests, and Preventative Action requests as related to production work to ensure compliance with established policies, procedures and work instructions.
  • Assists Program Managers, Project Managers, and Supervisors/Foreman in the compliance of NAVSEA Standard Items and other customer related requirements to ensure work is conducted accurately and safely.
  • When assigned to an on-site project, supports the Project Manager and Supervisor/Foreman to ensure all documentation is completed as required.
  • Assists production in other ways as necessary (i.e. Fire Watch, Tank Watch, general cleaning, material control, etc.).
  • Monitors compliance with company Quality and Safety Management Systems, Workmanship standards and Customer requirements.
  • Follows safety, quality control and inspection procedures for test and inspection plans for production Work-Packages and QA Work Books.
  • Follows test standards and specifies test equipment associated with requirements established in test and inspection plans.
  • Schedules and conducts in-process "Self-Assessment", in-process Safety/Quality Assurance inspections, Audit and Surveillances for the assigned Project Manager.
  • Performs audits and surveillances of suppliers/subcontractors for in-process work.
  • Coordinates with customer QA/Safety representatives to coordinate inspection and acceptance activities.
  • Reviews QA/Safety control requirements with customer representative to assure compliance with requirements.
  • Reviews contractually required quality/safety documentation for accuracy and completeness for project/job/contract completion.
  • Maintains equipment and assures calibration for tests to be performed.
  • Maintains OQE records retention.
  • Performs other duties as assigned by the QA director or project manager (when assigned to a worksite).

Qualifications

  • Education and experience:
    • Bachelor's Degree and 2 years waterfront Quality Inspection/Testing experience.
    • Bachelor's Degree may be substituted with a completed Maritime Trade School / Apprenticeship with 5 years waterfront Quality Assurance experience OR 4 years military service with specialized training and certifications in Quality Inspection/Testing.
    • Bachelor's Degree/Trade School/Military Service may be substituted with GED minimal education and specialized training and certifications in Quality Assurance with 8 years total waterfront experience with 5 years Quality Inspection/Testing experience.
  • Clearance: Must have a DoD Secret clearance or a recently granted Interim Secret clearance.
  • Must pass a pre-employment drug test and background check
  • Must be able to access government installations by obtaining and maintaining a Biometric Defense Identification System (DBIS) credential to perform work on-board US Naval vessels or government assigned work.
  • Must be able to acquire and maintain a Competent Person's Certification while employed.
  • Must be able to work overtime and weekends upon managerial request.
  • Must be able to travel outside the Suffolk, Virginia area, if required.
  • Minimum of two years related technical and/or quality experience, preferably in Electrical Ship Repair.
  • Strong organizational skills.
  • Proficient in blueprint reading/interpretation, and QA systems.
  • Knowledge of electrical shipboard systems is required.
  • Excellent interpersonal and communication skills. Ability to interact well with others.
  • Must be familiar with NAVSEA Standard items.
  • Knowledge of:
    • Shipyard, maritime, and commercial work practices, quality assurance, safety, electrical installation methods.

    • OSHA Regulations for Shipyard Employment, NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), NAVSHIPS Tech Manuals (NSTM), and DOD Standards, Military Specifications, Performance Standards, and other customer related specifications and standards.
    • Conducting tests and inspections of products, services, or processes to evaluate quality or performance.
    • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
    • Proficient in Microsoft Office programs including but not limited to Word, Excel, Power Point and Access.
    • Proficient in reading and interpretting Structural, Mechanical and Electrical Drawings.

Physical Requirements:
  • Must be able to access all work locations, including government and private shipyards and/or vessels.
  • While performing the duties of this position, the employee must be able to enter confined spaces, work at heights, and in confining or restricted spaces aboard vessels under construction/repair.
  • Daily inspections require entering confined spaces, climbing ladders, working at heights, walking on scaffolding, observing the use of tools, and operating equipment/machinery.
  • Physical dexterity must allow for bending, reaching, climbing, crawling, and working on ladders and scaffolding.
  • Must be physically able to walk to all yard locations.
  • Must be able to handle stressful situations professionally.
  • Must be able to lift up to 50 pounds of weight.
  • Visual parameters require the ability to see up close, at a distance, and peripherally, with depth perception and color recognition.
  • While performing the duties of this job, the employee is occasionally exposed to vapors, gases, dust, welding/burning fumes, and smoke.
  • Must be able to spend up to 90% of time in an outdoor shipyard environment in all climates.
  • The noise level is usually moderate to extremely noisy 90% of the time, which may include sirens, horns, chipping, and hammering.
