Join the CACI AOPTS team supporting US Africa Command (USAFRICOM) J5 Strategy, Engagement, and Programs Directorate as a pivotal Strategic Analysis and Assessment Specialist. In this dynamic role, you'll spearhead critical analysis, assessments, and monitoring activities for USAFRICOM Country Cooperation Plans and their corresponding Country Level Objectives. Your expertise will be instrumental in shaping a wide array of military strategies, including global and theater campaign planning, U.S.-led initiatives, bilateral and multilateral collaborations, country-specific strategy, communications planning, and specialized program development.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$90,300 - 189,600 USD

Responsibilities:
- Support analysis and assessment of AFRICOM Country Cooperation Plans and Country-Level Objectives.
- Contribute to regional assessments, campaign assessments, and the AFRICOM Annual Joint Assessment.
- Analyze and monitor operations, security cooperation, and engagement efforts (including unilateral, bilateral, and multilateral initiatives).
- Assist in the development of theories of change, performance metrics, and monitoring frameworks.
- Collaborate with AFRICOM staff, Joint Staff, OSD, and international stakeholders.
- Apply AFRICOM analysis and monitoring templates and guidance.
- Identify institutional gaps in partner nations and support capacity-building strategies.
- Utilize data analysis tools and incorporate visualization methods into assessment products.
- Support Joint Planning Groups, Operational Planning Teams, and planning forums as directed.
- Travel to Africa, other OCONUS locations, and CONUS likely between 30-45 days total annually.
Qualifications:
Required:
- Active Secret clearance with ability to obtain TS/SCI.
- Bachelor's degree in a relevant discipline.
- Minimum 3 years of experience conducting analysis and assessments for a Combatant Command, military component, or equivalent DoD organization.
- Experience working with foreign partners or supporting multinational initiatives.
- Proficiency in Microsoft Excel, PowerPoint, Word, and Visio.
Desired:
- Active TS/SCI clearance.
- Master's degree or higher in a relevant field.
- Experience with joint planning processes (JSPS, JOPP) and strategic doctrine.
- Familiarity with DoD Security Cooperation and Department of State Security Assistance programs.
- Experience working with interagency departments or international coalitions.
- Strong communication skills with experience in high-level briefings and presentations.
- Proficiency with data visualization platforms (e.g., Power BI, Tableau).
