Base-2 Solutions is seeking a candidate to provide Financial Analyst support to the Sponsor by providing the necessary tools and expertise to develop cost estimates, manage program and project budgets, and control costs for multiple programs which are funded from several funding sources.
Job Duties
- Track and monitor the execution of Sponsor funds.
- Monitor/track obligation and execution rates and provide analysis of spending to assure that the component meets Sponsor obligation and spending goal.
- Develop monthly annual and multi-year budgets for multiple programs.
- Provide input and analysis of component spending to assist in prioritization of spending.
- Generate BCR's and associated documentation.
- Prepare FY spend plans and facilitate discussion with component and program management on funding needs, prioritization of projects, etc.
- Identify funding shortfalls and surpluses while providing recommendations to the Sponsor and program managers regarding the complete expense of funding allocations.
- Work with Sponsor lead finance officer to initiate/coordinate funding actions (BCRs, SLA agreements, IAAs) , create/ submit funding documentation, brief management on financial status of contracts and service level agreements.
- Conduct interagency funding transfers.
- Monitor program obligations and expenses.
- Generate interagency Agreements (IAA) to facility moving funding between differing agencies (understanding of both the processes and of the documentation associated with the processes), to include sending and accepting $$ with IAAs.
Qualifications
- Security Clearance Required: TS/SCI w/Poly.
- Minimum of four (4) years direct related experience and bachelor's degree (four years of relevant experience may substitute in lieu of a degree).
- Experience working with the Sponsor's financial system and knowledge of Sponsor and contractor financial methods.
- Experience developing impact statements (due to budget cuts, descoping etc.).
- Experience with primary organizations financial and contracting tools.
- Understanding of Commit, Obligation, and Expense methodology of Sponsor finance system.
- Familiarity and experience with the IPOM, IPBS, and CBJ processes.
- Familiarity with other government agencies budgeting processes (IC and DoD agencies).
- Ability to work in a dynamic budget environment where changing budget needs will dictate quick and accurate analysis to support program and component management.
- Experience financial reporting, supporting the COTR in analysis of performance and contract financial future needs, and tracking burn rates and predictive analysis of contract needs.
- Experienced charting & graphing techniques and generating budget presentations.
- Experience with USG spend plans, creating and managing budgets at the spend line level.
- Experience with the development and presentation of roll-ups at BLI, WBS, Project, and program component and office level, to include planned and actuals rollups.
- Experience with budgetary needs as contracts cross PoP dates and as the organization crosses FY boundaries, to include identification and management of end of contract funds and end of year funding.
- Familiarity with the financial rules of multiple agencies.
- Knowledge of appropriations law & contract law.
- Excellent communication skills (verbal & written).
