The Program Quality Lead (PQL) in Advanced Technology - Advanced Sensors and Integration Systems (AT-AISS) will be responsible for promoting and executing a thorough quality mindset, practices, knowledge sharing, and collaboration. This individual will oversee the implementation of strategic quality improvements on multiple programs and will develop a team of matrixed reports.

This role is a blend and encompasses PQL and Quality Engineering tasks. Responsibilities include support of development, production and hardware sell-off. You will engage our labs, factories and suppliers that aid the Advanced Technology portfolio, and implement quality processes to meet program milestones. You will be directly involved with design verification tests, qualification efforts, demonstration test events, and engage with Raytheon Suppliers.

This role will be the primary Mission Assurance interface for the customers and suppliers, ensuring the effective implementation of all the Quality and Mission Assurance requirements of the program, and providing oversight and coordination to supplier quality managers supporting program requirements. AT programs are typically in the Science & Technology phase of design and development.

The PQL will develop a matrixed team of employees that includes SMEs in Mission Assurance, Supplier Quality Assurance, and Software Quality Assurance. This program will face challenges consistent with a new product development requiring the Program Quality Lead to utilize advanced leadership and management skills to ensure all issues, challenges are effectively and efficiently driven to closure.

This is an onsite role in Tewksbury, MA.

What You Will Do :
  • Be the prime Quality Assurance interface with the program, customers, and supporting Integrated Product Teams (IPTs), and provide guidance, leadership, and support on all matters to include resourcing, technical quality and financial performance, and compliance to Raytheon procedures and contractual requirements.
  • Be the prime Quality Assurance interface with the centralized bidding team to generate bids for AT proposals.
  • Closely interface with external and internal customers and key partners to establishing effective relationships.
  • Must have the ability to manage and impact multiple levels of stakeholders, as it is vital to the results of this role.
  • Responsible for the quality of delivered products and services to our customers, management of quality risks, uncertainties and opportunities, leadership in resolution of customer expectations and relationships related to Mission Assurance and Quality.
  • Develop and implement strategic and tactical Mission Assurance plans that will literally affect the program's implementation and impact.
  • Improve processes or systems using significant conceptualization, reasoning, and interpretation skills. Problems and issues faced are numerous and undefined, and information is typically difficult to obtain.
  • Assuring inclusion of quality requirements, planning, and consistency for program proposals and ROMs.


Qualification You Must Have :
  • Typically requires a Bachelor's Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of eight (8) years of prior relevant experience in the following areas;
    • Eight (8) years of documented engineering experience within the defense, aerospace, or commercial industry.
    • Working experience with performance to cost, schedule, and technical performance - including familiarity with Cost Accounting Methodologies (Earned Value Management (EVM)).
    • Working experience in both production and design phases of a program - with documented experience in a related production discipline in operations, engineering, or quality.
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.


Qualifications We Prefer :
  • Existing Secret or Top-Secret U.S. Government issued security clearance
  • Working experience with ISO9001 and/or AS9100 Quality Management Systems.
  • Minimum of 8 years of customer interface management experience (i.e. acquisitioned customers, Defense Contract Management Agency (DCMA).
  • Certified in Quality Management Systems (i.e. American Society of Quality Certified Manager of Quality, or equivalent)
  • Experience with Integrated Product Development System (IPDS) or similar gate management processes.
  • Experience in another functional area such as engineering, supplier engineering, or operations.
  • Experience establishing cost estimates and Basis of Estimates (BOEs).
  • Experience solving both business and technical problems.
  • Experience interfacing with foreign national customers.
  • Experience in contract flow and compliance.
  • Experience communicating in both written and verbal formats.
  • Experience working with cross-functional teams

Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

Clearance Information: This position requires the eligibility to obtain security clearance. The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
