The National Geospatial-Intelligence Agency (NGA) provides timely, relevant, and accurate Geospatial Intelligence (GEOINT) in support of National Security to the National System for Geospatial Intelligence (NSG). This role supports developing and implementing the agency’s procurement policy and ensuring effective and responsible contracting throughout NGA. Functions and responsibilities include expert assistance in:
Developing and implementing NGA acquisition policies utilizing Department of Defense (DoD) contracting authority.
Advising NGA stakeholders to ensure effective and responsible contracting by providing cradle to grave contracting support. Serving as acquisition business advisors to OCS senior leadership, contracting officers (COs)/specialists, program managers (PMs) and other stakeholders.
Crafting efficient and effective acquisition strategies in partnership with NGA offices.
Responsibilities
Provide support, review and assistance with NGA’s ULOs to include web-based support.
Provide support for other emerging acquisition activities as assigned.
For all assignments, where feasible, utilize and promote innovation and provide problem-solving for and streamlining of the acquisition processes
Prepare, format, review and perform quality checks on monthly metric reports.
Track trends, gather data, coordinate the development of recommended solutions to identify problems, develop recommendations and solutions to improve process efficiency and effectiveness.
Maintain volumes of requests for information such as status of reports, taskers, suspense dates and matters requiring compliance information.
Ensure accurate, timely and consistent entry of information into various databases.
Identify and recommend ways of combining, simplifying or improving program support processes.
Provide executive, business and project support.
Provide expertise in required web-based functionalities.
Provide expertise in visualization capabilities (e.g. process flow charts, tables, graphics).
Requirements
DAWIA Practitioner Certification in Program Management (or experience, education and training equivalent to a DAWIA Practitioner certification in Program Management).
A minimum of six (6) years of experience in program management in support of acquisitions with a DAWIA Practitioner certification.
Active and Adjudicated Top-Secret Clearance required.
Strong communication skills with proven capability to provide oral and written presentations.
Expert knowledge of DoD Program Management procedures.
Knowledge of FAR and DFARS.
Proven experience in acquisitions for a variety of products and services.
Proven ability to assist with strategic-level issues, agile acquisition policies and procedures, acquisition planning, formulating negotiation strategies, analyzing cost and price data, developing negotiation objectives, and negotiating various contract types.
Proficient Microsoft Office skills (Word, Excel, PowerPoint)
Proven visual graphics experience (for example but not limited to Process Flow Charts, graphical briefing charts).
Proven website development experience for ongoing efforts (i.e. ULO tracking)
