To this end, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) contract seeks to advance technologies and modernize capabilities to achieve multi-domain battlespace integration. COBRA provides a broad range of services for the advancement of integrated communications, networking, and SoS technologies within the DoD and its interagency mission partner.

One of the programs supported by COBRA is the U.S. Marine Corps Executive Communications Program and Senior Leader Communications System (HQMC Comms). HQMC Comms is the technical executive arm of the Presidential Policy Directive 40 requirements supporting Marine Corps and Naval Senior Leaders. This work and associated efforts facilitate capabilities that keep those designated individuals engaged with C5ISR capabilities to keep the nation ready for the next challenge.
