Overview
Intelligent Waves is seeking a strategic and results-driven National Security Business Development Leader to join our Corporate Growth Organization. This role requires a strong background in Enterprise IT, Networks, Cybersecurity, or DevSecOps, with direct experience supporting DHS components (HQ, CISA) and/or the U.S. Coast Guard.
This key position is responsible for expanding IW's presence in the national security space by delivering technology-driven solutions across network engineering, cybersecurity, secure communications, and analytics. The selected candidate will identify, qualify, capture, and bid on critical opportunities, contributing to a robust pipeline that supports and exceeds corporate growth objectives.

Location & Travel: This is a Hybrid role based in Reston, VA, with the ability to attend on-site meetings as needed. The position also requires up to 30% travel for client meetings, site visits, or industry events. Travel will be reimbursed based on GSA Per Diem rates and DoD Joint Travel Regulations (JTR).
Security Clearance: TheNational Security Business Development Leader must be a United States Citizen and hold a current DoD Secret security clearance or higher.
Adherence to all customer site protocols is mandatory for employees.

Responsibilities
Strategy & Portfolio Management
- Partner with Leadership to refine the division strategy and shape a balanced portfolio.
- Build strategies that respond to changes in government priorities, budgets, and requirements.
- Own and conduct monthly detailed pipeline reviews with Senior Leadership.
Business Development & Capture Execution
- Lead and participate in the identification, qualification, and pursuit of strategic business opportunities.
- Actively participate in capture activities, including opportunity gate reviews, black hat sessions, collaboration workshops, proposal reviews, and business-case development.
- Drive the development and submission of white papers and RFI responses to proactively shape strategic opportunities.
- Assign and optimize BD and capture resources amongst competing priorities.
- Develop marketing and B&P budgets and execute BD plans within approved budgets.
Customer & Stakeholder Engagement
- Build and maintain strong relationships with government decision-makers, contracting offices, and key stakeholders.
- Conduct customer visits and articulate current and emerging customer needs and requirements.
- Attend trade shows and execute customer call plans post-trade shows.
Cross-Functional Collaboration & Intelligence Gathering
- Drive collaboration across the organization to bring best-in-class solutions to the customer and maximize win probability.
- Seek and utilize market intelligence and competitor data to position the division for success.
- Document all business development activity and meetings.
Qualifications
- Bachelor's Degree and 10+ years of related experience selling services/business development is a strong desire.
- Proven experience in Enterprise IT, Network Engineering and Operations, Cybersecurity, and/or DevSecOps within the Department of Homeland Security, including DHS Headquarters, CISA, and/or the U.S. Coast Guard.
- Proven track record of successful wins over the past 3 to 5 years.
- Hands-on experience leading federal business identification and capture of deals ranging from Task Orders of $5M-10M, to Full and Open deals of $50M+ as well as set-aside and JV-based deals.
- Proven experience in business development, capture management and proposal response specifically within the DoD services, cybersecurity, and communications markets.
- Proven expertise in building strategic relationships, leveraging contract vehicles, and managing proposal efforts.
- Exceptional skills in communication, negotiation, and presenting to diverse audiences.
- Collaborative team player with the ability to work effectively across multiple functional areas.
