The Electro-Optical Infrared Solutions (EOIR) business within the Advanced Products & Solutions Business Unit is seeking a seasoned P4 Program Controls Analyst to join our dynamic team in McKinney, TX. The successful candidate will offer extensive Financial and Earned Value Management (EVM) support, including Estimates at Completion (EAC), forecasting, Sales and Revenue Operations (SRO), and managing external EVM Contract Data Requirements Lists (CDRLs). This role will specifically support the ICARUS production program, which has over $800M in existing awards and potential additional options exceeding $1B. This position requires a full-time, onsite presence at our McKinney, TX office.

What We Offer
The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

What You Will Do
- Develop, support, and review quarterly Estimates at Completion (EAC) that are presented at the APS business level.
- Facilitate financial planning activities including RPLAN updates, and analyze and communicate how program performance impacts Bookings, Sales, Profit, and Cash (BSPC). Conduct monthly data reconciliation and develop the Annual Operating Plan (AOP) and 5-Year Long Range Plan (LRP).
- Provide strategic project management support to program teams, ensuring compliance with Earned Value Management System (EVMS) guidelines to drive financial performance and control.
- Possess extensive knowledge of IPMR/IPMDAR and oversee the preparation and delivery of Integrated Program Management Data and Analysis Reports (IPMDAR).
- Guide efforts for effective completion of Integrated Baseline Reviews (IBRs) and Internal Surveillance Reviews (ISRs).
- Develop and validate the delivery of Contract Data Requirement Lists (CDRLs).
- Serve as the financial point of contact for Program Management, providing financial guidance to IPT key team members and non-finance organizations, including Engineering, Supply Chain, and Operations.
- Collaborate with Control Account Managers (CAMs), project schedulers, and other functional leads to ensure data integrity and accurate cost/schedule integration.
- Highlight pertinent information derived from program data analysis, including trend analysis, with a high proficiency in MS Excel.
- Support compliance reviews and periodic process audits.
- Perform risk assessments and develop mitigation strategies.
- Develop and deliver clear, concise, and impactful financial presentations for executive leadership.
- Facilitate standard processes and resource management across programs.
- Participate and contribute to EOIR initiatives to drive organizational results.
Qualifications You Must Have
- Typically requires a bachelor's degree in finance or accounting or related field or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years' experience.
- Experience with Government EVM reporting & compliance.
- Experience with EVM tools (i.e. PMX, SAP, PRISM, Program Metrics).
- Experience with Excel (Including AO).
- Experience with Microsoft Word and PowerPoint.
- The ability to obtain and maintain a U.S. government issued Secret security clearance is required.
- U.S. citizenship is required, as only U.S. citizens are eligible for a Secret security clearance.
