Harkcon, Inc. is a service disabled veteran owned prime contractor that is submitting a proposal to provide procurement policy support to the National Geospatial Intelligence Agency. Harkcon seeks experienced professionals with the background required to perform the tasks listed below:
Location:
Primary work at NGA facilities in Washington, Fort Belvoir, Chantilly, VA, and possibly St. Louis, MO; limited telework may be authorized.
Clearance Requirement:
Active Top Secret clearance with SCI eligibility required at time of hire.
Education/Certification Required:
Mandatory: Defense Acquisition Workforce Improvement Act (DAWIA) Professional Certification in Contracting (or equivalent documented experience, education, and training).
Proven advanced knowledge of DoD acquisition policies, FAR, DFARS.
Experience Required:
At least 10 years of contracting experience.
At least 4 years focused specifically on acquisition policy.
Expert-level knowledge and demonstrated experience managing cradle-to-grave DoD procurements.
Proven track record advising senior leadership, contracting officers, program managers, and stakeholders.
Significant experience in one or more of:
Major system acquisition
Simplified acquisition
R&D contracting
Service contracting
Federal Supply Schedules
IT acquisitions
Other Transactions (OTAs)
Grants
Key Responsibilities:
Develop, implement, and maintain NGA acquisition policy documents.
Provide strategic acquisition advisory support for source selections, contract compliance reviews, and performance audits.
Monitor and interpret updates to FAR/DFARS; draft white papers, articles, and policy guidance.
Mentor and train NGA acquisition workforce on policy best practices.
Prepare and present briefings to leadership, including congressional briefings as required.
Support the maintenance and enhancement of acquisition tools and SharePoint sites.
Skills:
Strong writing, briefing, and consulting skills.
Proficiency with Microsoft Office Suite.
Strong critical thinking and problem-solving ability in complex policy environments.
Travel:
May require limited domestic travel; must be flexible.
