Celestar Corporation is seeking a Program Manager to support The U.S. Army Intelligence and Security Command (INSCOM) National Ground Intelligence Center (NGIC) Cyber Analysis Support Services (CASS) Contract. Responsibilities:

• The PM manages project operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers.

• Responsible for cost, schedule, performance and risk identification/mitigation on projects including but not limited to systems, tools, equipment, software,

facilities and other activities.

• Coordinates resolutions to production-related problems.

• Receive tasking in Production Center and assign to contract team to provide the required information on time for the suspense given. Provide technical and AIS review of all production including formal assessments, technical reports, RFIs, briefings, or other production methods.

• Monitor production analysis suspense to ensure on-time delivery of all products. Coordinate with Government lead on any schedule or cost issues as they arise.

Required qualifications/skills:

• Minimum 20 years of experience conducting analysis relevant to the

specific labor category with at least a portion of the experience within the last 2 years

• Minimum of a Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.

• Experience in applying knowledge of the principles, concepts, and techniques of cybersecurity, engineering, and computer science to produce targeted Scientific and Technical Intelligence (S&TI) products to describe cyber threats and vulnerabilities of weapon systems.

• Identifies customer requirements, Intelligence Community (IC) priorities, intelligence gaps, collection opportunities, and new technology or system developments to plan analytical products.

• Especially includes providing review of S&TI products to ensure quality control for Analytic Integrity Standards (AIS) compliance and technical content before submission to the Government.

• Provide personnel management such that contract tasks are met efficiently and on schedule.

• Coordinate task schedules and any potential schedule or cost issues with Government lead.
