Senior Counterintelligence Analyst
Experience: Individual must have a minimum of twelve (12) years of experience in counterintelligence (CI) analysis in the USIC. Expert knowledge of analytic tradecraft, analytic standards and integrity, and analytic methodologies and tools is required. A thorough understanding of foreign adversary intelligence methodologies and collection interests is also required. Special expertise, such as area or country specialization, foreign language fluency, or science and technology knowledge is desired. Individual must possess excellent oral and written communication skills and have a history of proven performance delivering high-quality analytic products under sometimes intense pressure to meet tight deadlines.
The individual must demonstrate direct and current knowledge of the mission, structure, and key intelligence programs of the USIC; international political, economic, and military matters as they impact U.S. national security policy and issues; all aspects of the intelligence cycle; and core analytical competencies to include critical thinking skills and strong collaboration skills. Depending on the DOE CI mission area (e.g., strategic analysis or investigations) the position is assigned to, the candidate should also demonstrate the ability to apply tactical analysis in support of CI investigations or the ability to independently develop strategic analytic products related to adversary targeting of national security interests.
Education: Position requires individual to have earned a Bachelor’s Degree from an accredited university or college relevant to geopolitics, national security studies, or a business degree with an emphasis on finance. A Master’s Degree or higher is preferred. Written and spoken proficiency in a foreign language (such as Chinese, Russian, Arabic, Farsi, or Hindi) is beneficial. Relevant analytic training and certifications, such as completion of the IC Advanced Analyst Program (ICAAP), are substitutable for advanced degrees.
Duties: Serve as a Senior Counterintelligence Analyst; specific duties and functions include, but are not limited to:
Independently assess the foreign intelligence element (FIE) and/or international terrorist threats directed against DOE personnel, resources, science and technology (S&T), facilities and programs.
Produce tactical and/or strategic CI products to support the DOE CI program and to inform DOE decision makers and for external dissemination throughout the USIC.
Capitalize and expand on existing liaison contacts within the USIC to develop analysis that supports the objectives and goals of the CI program.
Work with division leadership to contribute to the integration of field and headquarters analysis.
Make oral presentations which convey ideas, facts, conclusions, estimates, and projections to a variety of DOE and USIC personnel.
Engage with USIC partners and field elements regarding CI investigations to ensure investigative gaps are identified and to provide analytical context to collected information.
