This position provides expert technical support, program management, program planning, and analytical services for the Department of Energy (DOE), Office of Environmental Management (EM). This position supports the EM Office of Budget and Planning as well as providing supplementary support to the EM Office of Infrastructure and Deactivation and Decommissioning (D&D). This position may also support other offices within EM.
Responsibilities:
- Provide technical, program management, and program planning support for the DOE-EM cleanup program to develop an updated strategy document for communicating remaining cleanup strategies and costs. Support includes cost estimate analysis, evaluation of schedule and technical viability of various cleanup alternatives and communication of potential impacts to a broad range of stakeholders through issuance of an updated strategic planning document.
- Provide technical expertise, financial and data management, and analysis of business systems, budget formulation, and budget execution to support the DOE-EM cleanup program in the generation, execution, and management of the EM federal budget process. Support includes reviews of business requirements pertaining to generation and management of the EM annual budget request, design and testing of required system modifications to support the EM budget and planning processes, development of financial reports in support of program financial health, subject matter expertise in all phases of the federal budget process, and serving as an owner's representative of the EM system tools on behalf of EM staff to relay, prioritize, and support system development.
- Perform programmatic analyses, in order to develop alternatives to established baselines.
- Provide technical support to the Headquarters Integrated Project Team (IPT) reviews of Federal Site Life-Cycle Estimates (FSLEs). The objective of this effort is to achieve a high-fidelity corporate dataset and conduct regular analyses in support of planning and budgeting. Review will evaluate whether the FSLE and supporting bases (e.g., assumptions, strategies, schedule, cost estimates, and plans) appear to be technically sound, cost effective, and reasonable; are fully documented; and comply with the Protocol.
- Support the Environmental Liability planning, audits, corrective action plans.
- Support Government Accountability Office/Inspector General (GAO/OIG) audits.
- Use DOE department-wide budget tracking software tools and Excel documents to monitor budget execution and generate reports.
- Provide subject matter expertise to support Infrastructure and D&D strategic and program planning.
- Provide technical support for the EM-Naval Reactors (EM-NR) D&D Program Partnership.
- Serve in a supervisory capacity once in full-time status.
Required Qualifications:
- DOE site access requires the qualified candidate be a U.S. citizen with an ACTIVE DOE Q clearance or the ability to have it reinstated. The candidate's written consent to conduct a pre-employment background check and test for the absence of any illegal substances is required as a condition of employment and to maintain a security clearance.
- Positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
- Familiarity with Department of Energy Offices and operations.
- Experience responding to Congressional and Executive level staffers and data requests.
- Experience leading multi-disciplinary teams of varying experience levels.
- Experience with Federal Budgets, ability to read and understand budget documents and analyses, and ability to quickly learn new budget systems.
- Experience managing construction project portfolios, especially project planning documents and capital project budget processes.
- Working knowledge of the Federal Acquisition Regulation and Federal procurement processes.
- Proficient with the use of spreadsheets and other financial analysis tools; comfortable synthesizing information from multiple sources and generating reports on the results.
- Strong, clear and concise communication skills to explain budget status to senior managers.
- Willingness to work directly with clients in a rapidly changing environment and must possess and maintain a professional approach to interactions with the client.
- Domestic and international travel may be required (less than 10%). Travel is "best-cost" to the government and only economy airfare and economy class rental cars are allowed.
- Able to lift 50 pounds, carry your own luggage, and walk up to a quarter of a mile to work locations.
- Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests may be required as a condition of employment.
Desired or Preferred Qualifications:
- Bachelor's degree in Engineering.
- Minimum of 15 years of job-related experience.
- Experience in DOE budget and accounting; experience in government budget and accounting is preferred.
- Program knowledge of DOE agency, organizations and structure. EM, NR, MA, PM, and/or NNSA experience is preferred.
