The Supply and Services Manager will establish, operate, and manage Installation Supply Support Services for local units, tenants, and other DoD activities at Ft. Sill, OK, in accordance with AR 5-9 Area Support Responsibilities, applicable DoD policies, and directives. This role requires a seasoned professional with at least 10 years of documented management experience and a comprehensive knowledge of governing regulations, policies, procedures, and instructions. The successful candidate will ensure security and conscientious inventory management of actual property, serve as a liaison for GCSS-A customer support, and provide critical guidance and recommendations to enhance operational efficiency.

Responsibilities

  • Installation Supply Support Services:
    • Oversee the management of Installation Supply Support Services, which includes Warehouse Operations, retail supply services (Supply Support Activity (SSA) Class II, IIIP, IV, VII, and IX), Hazardous Material (HAZMAT) supply and services.
    • Ensure services are conducted in compliance with AR 5-9 and other applicable DoD regulations.
  • US Marine Corps Tactical Supply Support Activity (SSA):
    • Oversee the management of US Marine Supply Support Services, which includes Warehouse Operations, retail supply services (Supply Support Activity Class II, IIIP, IV, VII, and IX), Hazardous Material (HAZMAT) supply and services.
    • Ensure all services are following applicable regulations, including AFO safety and quality standards
  • Clothing Initial Issue Point (CIIP) Operations, including Night Issue Services:
    • Provide comprehensive OCIE services, including requirements determination, requisitioning (including Special Measurement orders on DD Form 358 or DD Form 1111), receipt, storage, and kitting of items.
    • Manage issue, turn-in, E-Order fittings, lateral transfers, hand receipts, temporary loans, and maintain active and inactive files.
    • Oversee direct exchange services to individuals, shipping of excess items as directed by TACOM, inventories, processing adjustment documents, and use of the Installation Support Module (ISM) for accountability and reporting.
  • Ammunition Supply Point Services:
    • Manage all required retail supply services for ammunition (Class V).
    • Responsibilities include maintaining signature cards, requisitioning, receiving, processing, addressing supply discrepancy reports (SDRs), issue, redistribution, retrograde, care of supplies in storage (COSIS), turn-ins, and complying with the Command Supply Discipline Program (CSDP). Operate the supply Logistics Information System (LIS) for supply management and reporting.
  • Hazardous Material Supply Operations:
    • Maintain a Hazardous Material Supply Operations (HMSO) Supply and Storage Facility in accordance with AR 710-2, DA PAM 710-2-2, and AR 735-5. Provide technical assistance and management support for ongoing Hazardous Material Supply Operations.
  • Managerial Duties:
    • Perform standard managerial duties, including training, progressive discipline, administrative tasks and enforcing safety policies and procedures and ensuring the proper use of Personal Protective Equipment (PPE).
  • Customer Support & Performance Monitoring:
    • Serve as the primary liaison for GCSS-A customer support.
    • Provide guidance, advice, and assistance to users, research and resolve customer questions and issues, and recommend appropriate actions.
    • Pull, research, and analyze GCSS-A reports, propose business process efficiencies, and monitor GCSS-A performance reports.
    • Provide monthly summary reports to the LRC Supply Chief, submit and follow up on Help Desk Tickets (HDT) as needed, and review the Warehouse Activity Monitor daily. Attend GCSS Army update briefings (Wave I and Wave II) and provide updates to the Supply Chief.
    • Serve as the alternate DODAAC Coordinator, extract data, and assist users with other Logistics Information Systems as required. Participate in community of practice meetings for Retail Supply and CIF.
    • Key Control- Serve as a Key Control Custodian for the site, to include the submission of facility work orders through (ARMA).

Qualifications

  • A minimum of 10 years of documented management experience with a thorough understanding of governing regulations, policies, procedures, and instructions.
  • Proven expertise in security and inventory management, experience serving as a liaison for customer support, and the ability to research, analyze, and provide recommendations based on GCSS-A reports.
  • Deep knowledge of AR 5-9, AR 710-2, AR 735-5, and related Army regulations.
  • Demonstrated capability in guiding users, resolving issues, and providing effective support.
  • Proficiency in monitoring performance reports, managing Help Desk tickets, and providing detailed reports to leadership.
  • Familiarity with GCSS-A, other Logistics Information Systems, and participation in relevant community of practice meetings.
  • Must have a valid OK driver's license.
  • Must have a minimum of a Secret clearance.

Desired Qualifications:
  • Experience: 15+ years of military experience at the Master Sergeant (E-8) level or above, Captain, or Major. Demonstrated responsibility for Army regulations and site policies.
  • Skills: Exceptional writing and communication skills, ability to effectively interact with stakeholders, and strong attention to detail.
  • Education: Bachelor's Degree in Logistics or a related field.
  • Additional Skills: Experience as a DODAAC Coordinator and active participation in GCSS Army update briefings.
