Duties

This position is located in Phoenix, Arizona with the CSMS. Responsible for supervising workers directly or through subordinate leaders and/or supervisors in accomplishing the work of the function. Plans work operations of great scope, complexity, and administrative authority. Determines the sequence, priority, and time for the performance of particular operations within the limits of broad work schedules and time limits. The occupation and non-supervisory grade level which best reflects the nature of the overall work operations supervised is Electronics Mechanic, WG-2604-11.

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

  • ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the CSMS.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver's license.
  • Incumbent must possess and maintain a current unrestricted, excluding glasses, state and military driver's license.
  • Irregular (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Must possess and maintain access to the Arizona Army National Guard computer network (NIPR) and required systems.
  • Incumbent must possess or be able to maintain the appropriate security clearance of the position.
Qualifications

Military Grades: CW2/W2 - CW4/W4

Compatible Military Assignments: Possess at least one of the following MOSs 25 Series, 29 Series, 91 Series, 94 Series, and/or 14 Series

SPECIALIZED EXPERIENCE : Must have at least 36 months experience or training in utilizing principles, basic functions, and application of theory of electronic systems or equipment. Experience in diagnosing problems and determining needed repairs for malfunctions in electronic equipment or systems. Experience in making mechanical repairs that required the use of precision measuring and calibrating equipment. Experience in using complex test equipment such as deviation meters, complex special test panels, etc. Experience which demonstrates the ability to interpret technical manuals, specifications, and publications. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Ability to plan the use of subordinate workers, managing their work and leave schedules, on a week-to-week or month-to-month basis and provide management with workload data, estimates of completion, and recommendations to facilitate more effective management of maintenance operations.

2. Ability to assign tasks to be performed based on readiness and explains work requirements, methods, and procedures and to ensure that special tools, test measurement and diagnostic equipment, personal protective equipment, repair parts, and other materials are available when needed.

3. Knowledge of GCSS-Army and TIMMS to facilitate the ability to input equipment and work order data, provide status of equipment, monitor job order status, monitor work priorities, and track manhour and efficiency rates.

4. Ability to effectively train, implement and maintain employee compliance with standing operating procedures for the activity and with state and federal regulatory guidance pertaining to Occupational Safety and Health, environmental protection, and physical security.

5. Ability to manage maintenance backlog, ensuring work in progress and completed repairs meets established standards by implementation of quality control and assurance and does not exceed maintenance expenditure limits as established by regulation or policy.

6. Ability to identify work related problems, such as excessive costs or low productivity, can determine the root causes, and implement corrective actions within their authority to resolve such problems.

7. Ability to set performance standards, establish deadlines and priorities, plan work assignments, communicate work expectations, and make formal appraisals of subordinate work performance.

8. Ability to communicate effectively, both verbally and in writing, to include proficiency in using computers and office productivity software to organize and convey information relevant to supply and maintenance operations.
