The contractor shall be responsible for providing personnel with at least a BS in IT Engineering with four years’ experience or 10 years of applied practical experience with expertise in the following areas:
PROJECT MANAGEMENT:
The contractor’s PM shall work with 633 CS/SCX Contracting Officer Representative (COR) to ensure proper integration of communication services for all projects.
The contractor’s PM shall coordinate project requirements with the end user, Higher Headquarters, Air Force staff agencies, the Cyberspace Integrator – Base (CSI-B), 633d Contracting Squadron (633 CONS), authorized vendors, prime and sub-contractors and unit leadership to ensure proper implementation of required services.
The contractor’s PM shall be familiar with and adhere to all instructions outlined in the AFIs and applicable Air Force Manuals (AFMANs) which will be directed and provided when/where applicable
The contractor’s PM shall be responsible for the life cycle management of all assigned projects to include complete design, procurement, implementation, maintenance support provisions and decommissioning when necessary.
The contractor’s PM shall provide Technical Solutions, Independent Government Cost Estimates and Technical Reviews for assigned projects.
The contractor’s PM shall coordinate network projects with 633 CS Network Infrastructure (633 CS/SCOI) to ensure adherence to base architecture and to ensure that maintenance work centers responsible for the maintenance on new systems and/or system changes have coordinated and signed off acceptance documentation
The contractor’s PM shall coordinate Project Support Agreements (PSAs) for planned projects and perform established Quality Control (QC) measures for assigned projects.
ARCHITECTURAL ENGINEERING:
The contractor’s Architectural Engineer (AE) shall be responsible for reviewing all construction projects ensuring adequate IT design to meet customer needs. The AE will staff project designs to all PWCs.
The contractor’s AE shall engineer technical solutions for voice, video and data systems to include but not limited to: Non-classified Internet Protocol Router Network (NIPRNet), SECRET Internet Protocol Router Network (SIPRNet), Voice over Internet Protocol (VoIP), Voice over Secure Internet Protocol (VoSIP), video teleconferencing (VTC) and Virtual Private Network (VPN).
The contractor’s AE shall define and validate the need for proposed new systems through consultation with program officials in customer organizations.
. Contractor’s AE shall research for any needed technical solutions and respond accordingly.
Contractor’s AE shall provide CSI-B updates to all infrastructure improvements and additions; and, update commodity narratives for inclusion for all network elements. AE shall add these narratives to the Base information technology (IT) Blueprint.
