As the follow-on to the GEOINT Repository for Needs (GRFN) Program, the GEOINT Collection neXt (GCX), was recently awarded to Lockheed Martin. The program's priorities established under GRFN will continue to be upheld through 2032. The GCX Program is a critical enabler of efficient and timely GEOINT collection management, facilitating seamless operations across multiple collection providers. Leveraging a hybrid architecture that combines commercial off-the-shelf (COTS) software with custom-built applications, GCX operates on diverse hardware platforms to achieve strategic mission objectives. The program's structure is rooted in DevSecOps and Agile principles, emphasizing collaboration, integration, automation, and measurement to foster effective cooperation between software developers and IT engineering professionals. The paramount priority of the GCX Program is ensuring the operational stability of the GEOINT Information Management Services (GIMS) system.
In support of this effort, we are seeking a highly qualified System Integration / Test Engineering Manager to lead a team of approximately 15 multi-disciplined engineers, comprising both Lockheed Martin personnel and subcontractors. This key leadership position will provide organizational and functional oversight of the Systems Integration Team (SIT), working in close collaboration with the GRFN Test Lead to ensure the successful accomplishment of feature-level verification and system-level testing of the integrated development baseline through Factory Acceptance Testing (FAT), as well as supporting Independent Verification and Validation (IV&V) testing, Enterprise testing, regression testing, and performance testing. Test automation is a key focus area for the program, and the selected candidate will be responsible for driving this initiative forward. Additionally, as a Control Account Manager (CAM), the candidate will have budgetary responsibility for the program work scope allocated to the SIT team.
The successful candidate will also have organizational and functional oversight of the Systems Engineering team, working closely with Program and Technical Leadership, Finance and Business Operations (F&BO), and Contracts to ensure the continued integration of additional work scope that meets customer requirements and provides a robust backlog of future work for the program.

Basic Qualifications:
• Proven Leadership Expertise: Demonstrated experience in a leadership capacity, with a track record of successfully guiding teams and driving results in a fast-paced environment. Ability to lead and manage multi-functional and geographically dispersed organizations,
• Test and Evaluation Expertise: Proven experience in supporting formal test activities, including test planning, execution, and evaluation, with a strong understanding of testing methodologies and techniques.
• Domain Expertise in Intelligence Community: Domain expertise in the Intelligence arena, preferably GEOINT, with a deep understanding of the customer, products, and user community, and a proven ability to apply this knowledge to drive business results.
• Agile Development Proficiency: Proficiency in Agile development tools and techniques, with experience in applying Agile principles to drive iterative and incremental delivery of software solutions.
• Project Engineering and Organizational Excellence: Strong project engineering and organizational skills, with a proven ability to manage multiple priorities, coordinate cross-functional teams, and drive results in a fast-paced environment.
• Security Clearance and Citizenship Requirements: Must be a U.S. citizen and possess a current Top Secret/Sensitive Compartmented Information (TS/SCI) clearance, with a demonstrated ability to meet the eligibility requirements for access to classified information, as determined by a government security investigation
Desired Skills:
• NGA Systems Experience: Prior experience working with NGA systems, with a strong understanding of the systems, processes, and technologies used in this domain.
• Large-Scale Software Development Experience: Prior experience in leading group within a large software development program with a proven track record of driving projects to successful completion.
• Functional Leadership Experience: Prior experience as an L-coded functional leader, with a proven ability to manage timekeeping compliance, staffing, awards, appraisals, career discussions, and salary planning, and a strong understanding of the responsibilities and challenges associated with this role.
• Exceptional Communication and Presentation Skills: Excellent verbal and written communication and presentation skills, with the ability to effectively articulate complex technical concepts to both technical and non-technical stakeholders.
• Configuration Management and Engineering Review Boards: Understanding of processes associated with configuration management and engineering review boards, with a strong ability to apply this knowledge to drive efficiency and effectiveness in software development and delivery.
• Earned Value Management (EVM) and Control Account Management (CAM): Experience with Earned Value Management (EVM), specifically as a Control Account Manager (CAM), with a proven ability to manage and deliver projects using EVM principles and practices.
• System Engineering Expertise: Proven knowledge/experience with system engineering principles/processes on a large software development program.
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.
