Duties
As an AIRPLANE FLIGHT INSTRUCTOR, GS-2181-13, you will perform the following duties:
1. Administers combat flight training to military aircrews. Instructs and evaluates pilots through abroad training spectrum, in addition to performing pilot duties.
a. Initial Qualification Training (IQT): Training to qualify the aircrew in basic aircraft flying duties without specific regard to a unit operational mission. It is the minimum training requirement for Basic Aircraft Qualification (BAQ). Elements of instruction include: Basic and Advanced Handling Characteristics (throughout the full spectrum of the flight envelope), Instrument Flight, Instrument and Visual Traffic Patterns, Airborne Emergency Procedures and Patterns, Line of Sight (LOS C-Band) Fundamentals, KU Band Datalink Fundamentals, and Lost Link Logic/Profiles.
b. Mission Qualification Training (MQT): Training required to achieve a basic level of competence in the unit's primary tasked missions. This training is a prerequisite for Basic Mission Capable (BMC)and Combat Mission Ready (CMR) status. Elements of instruction include, but are not limited to: Precision Strike; Close Air Support (CAS); Intelligence, Surveillance, and Reconnaissance (ISR);Combat Search and Rescue (CSAR); Time Sensitive Targeting (TST); Armed Escort; and Killer Scout.
c. Continuation Training (CT): Training to maintain proficiency and improve aircrew capabilities to perform unit missions and aircrew proficiency sorties not flown in formal syllabus missions, tests, or evaluations. It is applicable to CMR and BMC aircrew. CT is directed by the units' specific Ready Aircrew Program (RAP) tasking which is received from the Major Command (MAJCOM). CT is measured in number and types of sorties and events accomplished. All types of training mentioned in this section pertain to Readiness Aircrew Program (RAP) tasked training.
d. Upgrade Training (UG): Training which is syllabus directed to qualify the aircrew in positions beyond that of the entry level. Elements of "Upgrade Training" include, but are not limited to: Instructor Pilot (IP), Flight Examiner (FE), Launch and Recovery Element (LRE) pilot, Mission Commander, and Functional Check Flight (FCF) pilot upgrades.
e. Special Capability Training: Training which is designed for specific missions and/or special equipment types. Elements of "Special Capability" instruction include (but are not limited to):Forward Air Controller-Airborne (FAC-A), Multi-Aircraft Control (MAC), and Multi-Ship/ Formation Operations.
2. Assesses instructors, CMR and BMC pilots, CMR and BMC Sensor Operators (SOs), and Mission Coordinators (MCs) both assigned and attached to the unit. Assesses newly acquired pilots, SOs, and MCs to determine capabilities/proficiency in the RPA, and train them to effectively employ in a combat mission. Plans, develops, and presents comprehensive academic courses of instruction for both ground and flight training to assist aircrew in maintaining Mission Ready (MR) status. Performs as instructor, and/or flight examiner for ground training which consists of classroom academics and/or aircrew training device (ATD) (simulator) training. Performs as an IP, and/or FE to continually examine rated aircrew to assure training standards are met in the following areas: mission planning, briefing, ground operations, takeoff and landings, in-flight control, cockpit resource management, mission execution, and debriefing. Ensures RPA aircrew gain and maintain the skills necessary to deploy and conduct worldwide operations that provide direct combat support to Combatant Commanders (COCOMs) to include all previously listed mission sets. Develops, validates, and instructs new Tactics, Techniques, and Procedures (TTPs), and trains all aircrew on new and emerging combat capabilities of the RPA. Determines progress and proficiency levels of all aircrew; provides re-qualification evaluations and directs/provides specialized remedial or additional training as necessary. Evaluates formal training directives, and develops/recommends course changes, new material, new training systems and methods.
3. Projects unit training requirements and prepares required training records. Utilizes all available training aids to instruct airplane aerodynamics, aircraft systems, emergency procedures, and specific crew duties. Ensures that all applicable directives, instructions, and technical orders applicable to the aircraft and mission are current and adhered to. Reviews, analyzes, and disseminates accident reports, flying safety publications, and special interest items.
Performs other duties as assigned.

MILITARY REQUIREMENTS:
Compatible military grade and assignment required within one year of the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. GENERAL EXPERIENCE : An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher
SPECIALIZED EXPERIENCE : Applicants must demonstrate the following specialized experience competencies (skills, knowledge, and abilities) to qualify for appointments to GS-2181-13 Air National Guard Dual Status Officer positions. For Air National Guard positions, must have at least two years working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facility; or, Air National Guard Wing/ Operations Group. Qualification competencies are determined by three factors:
The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. Experienced in piloting and instructing pilot skills in one or more of the following main- frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Although a variety of piloting administrative tasks are performed in support of an Air National Guard aviation program, the required competence for this grade includes the ability to train and instruct others in the piloting of a specified main-frame military aircraft. Experienced in reading and applying mission tasks, intelligence reports, and weather information. Experienced in supervising and/or conducting mission planning, mission preparations, filing of flight plans, and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experienced in operating aircraft controls and equipment. Experienced in performing or supervising the work procedures involved in navigation, in-flight refueling, search and rescue operations, surveillance, or reconnaissance. Experienced in conducting or supervising crew member training on simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Experienced in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. Experienced in planning and preparing for missions; and, must have at least two years experiences in piloting or instructing others in piloting specific air-frame/military aircraft. Experienced in various piloting administrative tasks performed in support of Air National Guard aviation programs. Experienced in aviation unit quality control management programs, Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, and Occupational Safety and Health Administration directives. Experienced in applying directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. Experienced in flying operations and coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Experienced in one or more missions such as, air-to-air; air-to-ground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting. Experienced in traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed. Experienced in using aircraft instrumentation and aircraft mounted video cameras. Experienced in visual flight- rule type flying and aircraft instrument flying. Experienced in flying simulated "real world" combat and non-combat missions and terrain. Experienced in planning, scheduling, and conducting training flights through Federal Aviation Administration controlled national airspace. Experienced in applying operational directives, training directives, instructions, standard operating procedures, and special instructions of National Guard Bureau, United States Army or United States Air Force, and gaining commands. Experienced in working independently to plan and perform work assignments. Experienced in completing safe and efficient mission accomplishments through the use of Operational Risk Management. Experienced performing aviation duties such as, cancelling flying activities, diverting aircraft, dictating mission requirements, approving specific activities, coordinating for airport or airspace utilization with FAA, or directing emergency actions that involved unit support agencies. Experienced in using applicable Army aviation regulations, policies, requirements and standards, skills and practices; and, the application of instructional techniques to the training of other pilots in the Army National Guard flying facilities. Experienced in conducting particular missions and flying specific main- frame aircraft in combat tactics, flying in mountainous terrain, performing tactical remote site evaluations, performing landings on remote sites, providing ground and flight training, and conducting night-vision operations or instructions. Experienced in standardization and evaluation programs, written ground examinations, emergency procedures, and aircrew performance standards in accordance with applicable directives and Federal Aviation Administration certification requirements. Experienced in reviewing and complying with applicable service flight publications and directives for accuracy and currency. Experienced on weaponry and combat or non-combat tactics for applicable military aircraft. Experienced with wartime and peacetime contingency plans and supplements used for unit mobilizations, deployments, strange field operations, or troop missions and redeployments.
Education
An undergraduate degree from an accredited college/university is MANDATORY
Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools.
