Raytheon's Naval Power Business Unit, is seeking a temporary Program Manager for Program Strategy and Proposals. This role involves directing and overseeing the overall proposal management activities, encompassing development, obsolescence, engineering support, and production scope. Reporting to the Executive Director, this Program Manager is responsible for managing proposal strategy for interdependent contracts and meeting proposal requirements across international portfolio areas. You will collaborate with the program leadership team, Contracts, Requirements & Capabilities, and technical leaders to ensure alignment of capability, technology, and obsolescence roadmaps. This is an onsite role based in Tucson, AZ.

What You Will Do
- Establish and maintain program contract proposal strategy across the production and development parts of the portfolio
- Execute timely development, analysis and completion of proposals through collaboration with functions across the business.
- Ensure proposals meet quality, schedule, and affordability targets for the benefit of Raytheon and our customers.
- Develop and champion innovative methodologies to drive faster and more efficient proposal submittals and contract awards.
- Manage both Raytheon and customer funded B&P budgets, clearly communicating the rationale and methods to internal and customer leadership.
- Provide guidance and strategy for Gate 4s, mentoring proposal team members on role delegation, responsibilities, and decision-making at the lowest responsible level.
- Coordinate staffing on proposals, working with designated proposal leads and priorities to ensure timely delivery and "manage pre-RFPs" to meet needs as appropriate.
- Leverage networks and opportunities with internal and external stakeholders to shape requirements.
- Emphasize compliance with export/import regulations, the U.S. Foreign Corrupt Practices Act, and equivalent export control and business ethics regulations of foreign customers and partners.
Qualifications You Must Have
- Typically requires a University Degree or equivalent experience with a minimum of 12 years prior relevant experience, or an Advanced Degree in a related field with a minimum of 10 years of experience
- Experience in establishing and executing contract strategies across multiple programs
- Direct and oversee coordination of proposal evaluation notices, fact-finding questions, and/or final proposal revisions with senior leadership
- Experience managing cost, schedule and performance, including earned value management (EVM) or similar in a deadline-driven environment

Qualifications We Prefer
- Experience working in functions such as Program Management, Supply Chain, Estimating, Capture Management, Finance or Project Management
- Experience with federal proposal regulations
- Manage and provide written and oral updates via proposal tracker, clear/concise briefings, and presentations
