Celestar Corporation is seeking a Senior Knowledge Manager (QAF) to support The Defense Intelligence Agency ( DIA) under the Object Based Intelligence and Quality Assurance (OBIQUA) task order. The primary place of performance will be at DIA Facilities across the National Capital Region (NCR). Responsibilities:
This opportunity will support multiple DIA initiatives, including the Machine-Assisted Rapid-Repository System (MARS), Object Management Services (OMS), and Object-Based Intelligence (OBI).
• The Senior Knowledge Manager, Quality Assurance Framework (QAF), Assists aligning processes and technology to enable information sharing by analysts and organizations for analytic production.
• Uses centralized and peripheral databases, content management, records management systems and shapes workflow and processes.
• Compiles reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and taskings.
• Disseminates intelligence products across separate networks and portals.
• Design and develop a user-friendly interface for the application, ensuring easy navigation and accessibility for all users.
• Conduct user research and testing to inform design decisions and ensure the application meets the needs of the AI assurance program.
• Develop workflows for document and information sharing, ensuring that all relevant stakeholders have access to the information they need.
• Collaborate with team members to identify and document business processes and develop workflows to support these processes.
• Develop a document management system, including features such as document upload, search, and retrieval.
• Ensure that all documents are properly stored, retrievable, and version-controlled.
• Develop an API for integration with other systems, including project management tools and customer relationship management tools.
• Ensure that all integrations are properly tested and validated before implementation.
• Maintain and update the application to ensure that it continues to meet the needs of the QAF program.
• Collaborate with team members to identify and prioritize updates and maintenance tasks.
• Monitor and analyze application performance to identify areas for improvement.
• Use data and analytics to inform design decisions and ensure the application is optimized for user experience.
• Provide ongoing training and support to users on the use of the application, including workflows and documentation.
• Ensure that users are aware of the benefits and best practices for using the application.
Required qualifications/skills:
• Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years with a master's degree.

• A minimum of 17 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years with a bachelor's degree.
• Demonstrates ability to work independently and with minimal oversight.
