The Opportunity:
Join CACI International Inc. in Alexandria, VA, as a Command-and-Control Strategy, Policy, and Capability Implementation expert. This role offers a unique chance to shape the future of defense information systems at the highest levels of the Department of Defense.
Responsibilities:
- Perform executive-level strategy and policy formulation, analysis, and consulting support to the Department of Defense, Chief Information Officer across the Defense Information Enterprise for the Joint Information Environment, Mission Partner Environment (MPE), and Joint Command and Control.
- Use strategic planning and systems engineering disciplines to help develop Office of Secretary of Defense level policy guidance and strategic direction, oversight, governance, and compliance for enabling Joint C2, Joint Cyber C2, Joint Information Environment, and DODIN architecture.
- Perform analysis for evaluation of strategic alignment and statutory and regulatory compliance of resourcing plans for defense C2 initiatives.
- Provide subject matter expertise in the areas of enterprise strategy, policy, programmatic, requirements, capability, and resource analysis applicable to joint and Component-level Command and Control (C2) capabilities including C2 applications, services, and infrastructure in all domains (air, land, maritime, space, and cyberspace), Global Command and Control System (GCCS) Family of Systems, Joint Planning and Execution Services (JPES), Deployable Joint Command and Control System (DJC2), Air Operations Center Weapons System, tactical C2 systems, Command Post Computing Environment, Maritime Tactical C2 (MTC2), Joint Battle Command-Platform, and others.
- Provide assessments of compliance with Department guidance, mandates, and standards; technology insertion; performance and scalability; and interoperability.
- Develop joint C2 analytical products that provide detailed comprehensive overviews of associated C2 systems, and identify critical capabilities, capability gaps, and roadmaps to guide the strategic and incremental evolution and modernization within all operating environments.
- Research, analyze, and conduct technical assessments of all relevant DoD policies that address or impact C2 capabilities, relevant domestic and international agreements, current and planned joint C2 systems, evolving threats, and technical opportunities to provide recommendations for policies to address identified issues in support of DoD CIO objectives for the joint C2 capability area, and prepare technical reports summarizing the findings and provide recommendations to improve the alignment of C2 capabilities with the Joint C2 Reference Architecture (JC2RA) and joint information environment objectives, with emphasis on the applicability of cloud and artificial intelligence initiatives.
- Work with cyber and the unified platform. supporting Joint Cyber Command and Control (JCC2).
Qualifications:
Required:
- Active Top Secret Clearance.
- Master's degree in the field (IT, Systems Analysis, Operational Research, Strategy, or similar) and 12 years of general experience or a bachelor's degree and 14 years of experience, or a high school degree and 18 years of experience.
- Proven experience in DoD Command and Control (C2) environments and the ability to translate complex technical concepts into actionable strategies for senior leaders.
- Subject matter expertise in C2 enabling capabilities (information integration and decision support services, systems, processes, and related infrastructure).
- Extensive technical knowledge of and real-world experience working with DoD C2 systems (Joint / Service), to include the associated data models, from the strategic to the tactical levels of war.
- Technical leadership to drive the advancement of C2 enabling capabilities and the identification of areas requiring optimization.
- Solid understanding of the underlying communications and data infrastructure that supports C2.
- Ability to provide executive-level advice and recommendations on how to improve C2 architectures that advance the integration of data/information as well as the systems and processes that support the combined joint force warfighter and decision makers.
- Capability to lead and manage OSD-level initiatives to modernize C2 enabling capabilities as well as the formulation of non-material solutions (policy / guidance, architecture, governance / management frameworks, etc.).
- Workable knowledge of and practical experience working with the Departments Planning, Programming, Budgeting, and Execution System.
- Skills to develop and deliver polished executive-level communications including reports, presentations, and briefing materials that effectively convey analysis, recommendations and project status. Ensure all deliverables are clear, concise, well-structured, and tailored for senior audiences.
Desired:
- Joint Staff or OSD experience (O-4 minimum)
- Knowledge of specific C2 systems (e.g., GCCS-J, JPES, TBMCS, JADOCS, DJC2)
- Experience working with high-level DoD governance and policy groups
- Familiarity with Joint Capabilities Integration and Development System (JCIDS)
- Experience supporting Joint All Domain Command and Control (JADC2) initiatives
- Proficiency with collaboration tools like CATMS, DISA Conference Bridges, and DCS
