Duties

The United States Space Force (USSF) Headquarter Space Force Command at Schriever Space Force Base is searching for a Division Chief (NH-1101-04). Equivalent to GS-14/15.

Description:
The Space Acquisition and Integration Office's (SAIO) is a unique integrated services acquisition organization with program, contracting, and quality management personnel. The organization is a direct report to the SpOC Commander, responsible for executing a $12B portfolio in support of Headquarters SpOC, SpOC Deltas, United States Space Command (USSPACECOM), North American Aerospace Defense Command (NORAD) / Northern Command (NORTHCOM), and other mission partners as assigned. SAIO's mission is to deliver responsive, mission-focused acquisition solutions to optimize warfighter operations by being the premier acquisition organization recognized DoD-wide for its integration, expertise, and quality of execution.

The selected candidate will be a Supervisory Division Chief responsible for leading program managers responsible for executing and managing pre- and post-award activities for a diverse satellite, cyber, and classified operations and maintenance services contract portfolio As a Program Management Division Chief, you will play a pivotal role in ensuring the success and effectiveness of SpOC missions. This solicitation is open to all internal, qualified candidates currently employed within the Department of Defense. Please note that hiring may be contingent upon any active DoD hiring freeze and applicable exemptions specifically for acquisition and contracting personnel.

The ideal candidate possesses relevant Program Management experience in providing facilitation for SERVICES acquisitions and contracts, including but not limited to market research, requirements development, acquisition strategy development, source selection execution, training, performance management, and portfolio tracking. They also have relevant supervisory and leadership experience, demonstrated by leading a team of at least 6 personnel. A strong understanding and proficiency in Project Management Institute principles and methodologies is essential. The candidate should demonstrate the ability to obtain Acquisition Professional Development Program, Advanced - Program Management certification. Furthermore, they possess strong analytical and problem-solving skills, enabling them to work effectively on complex, mission-critical projects. Finally, the ideal candidate possesses excellent communication and interpersonal skills, both written and verbal, and the ability to build and maintain effective working relationships with stakeholders at all levels.

Key Skills and Abilities:
1. Mastery of DoD acquisition, life cycle management, risk management, quality assurance control, and cost/price analysis policies, procedures, and practices. Deep understanding of current trends and future directions in these areas. Ability to interpret complex regulations and provide expert guidance to others.
2. Comprehensive knowledge of the missions, products, services, needs, and goals of the program(s) and a thorough understanding of the interrelationships between various organizations involved in the acquisition process. Ability to anticipate future needs and proactively develop strategies to address them.
3. Exceptional analytical and problem-solving skills. Ability to identify and analyze complex, ambiguous problems, develop innovative solutions, and lead the implementation of those solutions. Ability to develop new procedures and best practices.
4. Proven ability to lead and manage large, complex portfolios and/or projects involving significant resources and complex stakeholder relationships. Expertise in strategic planning, resource allocation, and risk mitigation. Ability to consistently deliver projects on time and within budget.
5. Exceptional communication and presentation skills, including the ability to effectively communicate complex technical information to diverse audiences, including senior leadership. Skill in developing compelling narratives and presentations that influence decision-making.
6. Demonstrated ability to build and maintain strong relationships with key stakeholders, including senior leaders within and outside the organization. Exceptional negotiation and influencing skills. Ability to serve as a trusted advisor to senior leadership on complex acquisition matters.

  • Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.
  • Testing Designated Position Statement: This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • This is a supervisory position being filled.
  • Required to sign a non-disclosure statement.
  • Required to be in office to access classified information IAW the portfolio assigned.
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to be part of a source selection team; during this time the employee may be placed on a modified agreement.
