ASRC Federal System Solutions is seeking a Program Manager to lead the Boulder Ground Innovation Facility (BGIF) Operations Support Services (BOSS) contract in support of U.S. Space Force and tenant mission partners. This role provides overall program leadership, customer interface, team integration, and delivery accountability across engineering, cyber, infrastructure, and operations domains. This position is contingent upon final contract award.

Top-Level Position Description
Provides executive-level oversight and coordination of all technical and administrative functions on contract. Interfaces directly with government stakeholders, ensures mission alignment, manages risk, and drives cross-functional execution in a dynamic and innovation-driven environment.

Key Responsibilities:
  • Lead day-to-day operations and execution across all contract labor categories
  • Serve as the primary interface with Government stakeholders including Contracting Officer and Government PM
  • Ensure contract compliance, deliverables quality, and operational continuity
  • Manage technical, schedule, cost, and personnel performance across workstreams
  • Coordinate across product owners (Infrastructure, Cyber, Engineering, Projects)
  • Drive Agile program delivery and continuous improvement initiatives
  • Lead risk management, staffing, and strategic communications
  • Oversee onboarding, security clearance coordination, and base access operations


Job Requirements:
  • Active TS and SCI clearable
  • Minimum 10 years of related experience, including 5+ years leading large-scale DoD or Federal programs
  • Masters Degree in Management or Related Engineering Field
  • Demonstrated leadership across technical and operations teams in classified environments
  • Proficiency in program scheduling, cost control, staffing, and risk mitigation
  • Strong communication and stakeholder engagement capabilities
  • Experience with Agile/DevSecOps program environments


Preferred Requirements:
  • Master's in a technical discipline such as Engineering
  • PMP or PgMP certification
  • SAFe Program Consultant (SPC), Release Train Engineer (RTE), or Agile leadership credentials
