ASRC Federal is seeking a Senior Director Technical Program Management to p rovide oversight and guidance to Army portfolio program managers located in NCR to ensure the successful management of all Army contract activities, reporting to the Professional Support Services (PSS) Vice President within the Defense and Intel Operating Group. Formulates and reviews strategic plans, provides enterprise leadership, direction, management support and assists with the planning, supervision, and execution of all aspects of contract performance, executive level direction, scheduling, and technical performance while requiring strong interpersonal and communication abilities. Oversees fiscal, operational, administrative, contract and human resources management of multiple Army programs and personnel leveraging shared services support.

Oversees fiscal, operational, administrative, contract and human resources management of multiple Army programs and personnel leveraging shared services support.
Responsibilities including but not limited to:
- Provides leadership over all Army project performance, service delivery and client satisfaction with an annual operating plan of ~$60M annually (~100 employees).
- Maintaining strong CPARs for all programs
- Customer satisfaction, subcontractor management and growing business within and outside of the existing customer sets
- Meeting targets for all Army programs profit, growth and follow on/recompetes
- Supporting business development by way of proposal writing, reviewing, and providing past performance write ups for existing programs
- Maintains current knowledge of relevant technology as assigned in areas such as cloud, cyber, and IT services.
- Provides thought leadership through assessment of future project requirements and develops strategies for future project work.
- Provides strategic and long-range goal planning function driving strategic initiatives and supports the development of long-term growth plans and profitability goals.
Qualifications Required:
- Minimum active DoD Secret Clearance with eligibility up to Top Secret/SCI
- US Citizenship required
- Bachelor of Science preferred (prefer Computer Science, Engineering or related technical discipline)
- Minimum of twelve (12) years of related experience.
- Prior Army Service
- Ability to work on-site at Aberdeen Proving Grounds 2-3 days a week
- Experience managing DoD IT contracts to include T&M, FFP, and CPFF contract types.
- Must have provided professional services in at least two or more of the following: Program Management, Dev Sec Ops, Cyber Security and Information Assurance, Cloud, or IT Services within the DOD.
- Understanding of current trends in DoD Information Technology.
- Experience directly interacting with DoD customers at all levels including the Contracting Officer.
- Experience managing cost, contract, subcontract, personnel and technical performance of a DoD IT and Professional Services program(s).
- Experience supporting development of capture strategy and business development activities such as solutioning sessions, pricing and reviews.
- Excellent written and oral communication skills with a track record of leading a high performing team(s).
- Must be a strong and agile leader with proven ability to work effectively across functional groups of the organization.
Desired Qualifications:
- 2-3 years government contracting experience
- PMP certification
- Experience in Army Professional Services and IT (Cloud, Cyber, IT Services) programs
