In-depth knowledge, understanding, and experience with internal controls for financial systems, financial and non-financial operations, reasonable assurance and audits requiring the detailed examination of the facts.

Major duties and responsibilities include, but are not limited to:
- Provides technical advice and recommendations and on the allocation of JS financial resources ($1.6B), financial resources provided by other agencies for Joint Staff (JS) use (between $100M to $300M) and all JS input to the DoD Planning, Programming, Budgeting, and Execution (PPBE) processes and resource systems.
- Provides financial, acquisition, and accounting technical advice to the Chairman, the Vice Chairman, Director and Vice Director, Joint Staff, and senior and mid-level managers concerning the programming, budget development and defense, accounting, auditing, contracting, reporting, and review and analyses of systems for management of the JS's Five Year Defense Program (FYDP), Program Objective Memorandum, and Budget Estimate Submission submitted to the Secretary of Defense, Office of Management and Budget (OMB) and the Congress.
- Develops and enhances working relationships and partnership arrangements with the Office of the Secretary of Defense (OSD), JS Directorates/Staff Offices, Defense Agencies, National Defense University, Military Departments (MILDEPs), Combatant Commands and industry in support of JS resources.
- Provides technical advice to resident programs in the creation of strategic goals on behalf of the Chairman, Joint Chiefs of Staff, the JS' portion of the President's Budget by planning, formulating, and directing JS efforts in working with Congressional Committees, OMB, OSD, and other DoD components and MILDEPs on fiscal and budgetary matters relative to joint programs.
- Leads the objective assessment and continuous monitoring of fiscal programs including the development of appropriate metrics, analysis of trends, and development of recommendations for continuous improvement.

Once certified the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26 FM workforce members may also present and maintain continuing education requirements for the following five professional certification to meet any of the three DFMCP certification levels (1) Certified Defense Financial Manager (CDFM) (2) Certified Government Financial Manager (CGFM) (3) Certified Information Systems Auditor (CISA, (4) Certified Management Accountant (CMA) or (5) Certified Public Accountant (CPA). Additionally, DAWIA level III certification in Financial Management is desirable but, not required.
