1. (U) The Level 2 CNO Analyst/Programmer shall possess the following capabilities:
(U) Program in Assembly, C, C++, Java, Perl, or Python.
(U)Develop Windows applications using Visual Studio or .NET environments; UNIX applications using make files or comparable build environments; or, Embedded or mobile platform development using proprietary, GOTS, or open source build environments.
(U) Provide/author documentation, participate in design, code, and software readiness reviews as prescribed by the Government's software development procedures and processes.
(U) Design and develop end-to-end data flow and tasking for CNO tools developed.
(U) Provide/author documentation, design, code, and software readiness reviews as prescribed by the Government's software development procedures and processes.
(U) Provide/author and participate in technical presentations on assigned projects.

2. (U) Qualifications: Requires a Bachelor's Degree in a relevant discipline (e.g., computer science, information systems, and network engineering) from an accredited college or university and eight (8) years of relevant programming experience in the field (e.g., computer science, information systems and network engineering). A Master's degree in a relevant discipline may be substituted for two (2) years of experience, reducing the requirement to six (6) years of relevant experience. In lieu of a Bachelor's Degree, an additional four (4) years of relevant programming experience in the field may be substituted for a total of 12 years.

Required Skills

  • Computer Network Operations (4 years): Programming with CNO Tools and Techniques. Using network sockets programming including developing packet-level programs, expert packet-level understanding of IP, TCP, and application level protocols.


Information Technology (4 years): Software development in one (1) or more of the following:
  • Windows application using Visual Studio or .Net environments
  • UNIX/Linux applications using make files pr comparable build environments
