Duties

As a Plans and Operations Specialist (Title 32), you will perform the below duties:
  • Researches a variety of planning problems. Determines the need to develop a specific military support (MS) plan, special report or to conduct a study. Plans, coordinates and develops specific plans and projects from conception to completion. Exercises initiative to obtain and analyze information on problems, projects and plans assigned. Assembles and analyzes data; makes commitments within delegated authority; conducts briefings; and prepares information papers. Submits reports to the National Guard Bureau (NGB), Continental United States Army (CONUSA), military installations, and the Governor on NG involvement and mission requirements. Represents the state at meetings with various federal and state officials. Arranges conducts, and attends conferences and meetings with other agencies. Services as MS special projects officer.
  • Develops, analyzes and updates drug enforcement support operations contingency plans. Assesses the mission; determines the scope and impact on NG resources and capabilities. Advises state and federal law enforcement agencies and Department of Defense (DoD) agencies concerning NG resources and capabilities to successfully support drug enforcement, interdiction of illicit drugs, and eradication operations. Coordinates on: the user of aircraft, vehicles, other special items, equipment/material, fuel, subsistence, transportation, maintenance, special equipment, personnel, etc. Coordinates employment of the air crews to identify and report marijuana services on the ramifications of utilizing NG in various employing status (state status, annual training (AT), active duty, inactive duty training (IDT), additional flight training periods (AFTPs), etc.). Researches problems or lessons learned. Incorporates solutions and recommendations by other agencies to the NG.
  • Develops state reporting procedures regarding Serious Incident Reporting (SIR) Submits initial telephone report to NGB, as required. Oversees the SIR investigation.
  • Develops, analyzes and updates the state Terrorism Counteraction Plan. Develops, analyzes, and integrates civil and military resources and assets into the comprehensive Joint Civil-Military Terrorism Counteraction Plans. Develops an active preventive program which may include deliberate low visibility, clandestine, and/or various actions to deter or lessen the effectiveness of planned or actual acts of terrorism or aggression. Ensures plans are current and available. Schedules and conducts threat briefings on terrorist or subversive element activities. Analyzes threat assessments. Disseminates threat information and on high-risk areas to personnel with a need to know. Apprises and updates as necessary the proper authorities on potential problems. Monitors Threat Condition (THREATCON). Recommends changes to THREATCON. Ensures personnel receive mandatory training. Initiates instructions to ensure counter-terrorism measures are established and implemented. Schedules and conducts inspections.
  • Analyzes integrated plans for the Adjutant General on the State Defense Force (SDF) to assume state duties of NG following mobilization. Reviews SDF program for effectiveness, sensitivity to state specific missions and needs, and coherent organization. Develops procedures for procuring an issuing of any federal equipment to the SDF.
  • Functions as an Operations Officer during training simulations. Develops operational procedures to implement contingency and emergency plans. Identifies and coordinates with staff officers on Emergency Operations Center (EOC) requirements for personnel and equipment to effectively accomplish emergency operations. Develops message routing procedures. Coordinates with higher, adjacent, lower HQs, federal, state and local agencies as necessary. Plans shift reports to include cost factors. Identifies specific unit capabilities to support emergency operations. Identifies equipment and special civilian occupational skills needed for the EOC. Develops resources to support emergencies. Coordinates operational control over committed NG forces during training simulations.
  • May act on behalf of supervisor during short periods of absence.
  • Performs other duties as assigned.

    All qualified Male/Female Commissioned Officers (O1/2LT-O3/CPT) or Warrant Officers (W1/WO1 - W3/CW3), currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
    GROUP II - All qualified Virginia Army National Guard Male/Female Commissioned Officers (O1/2LT-O3/CPT) or Warrant Officers (W1/WO1 - W3/CW3), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

    Military Grades: Commissioned Officer (O1/2LT-O3/CPT) or Warrant Officer (W1/WO1 - W3/CW3)

    GENERAL EXPERIENCE : Applicant must have experience as a Plans and Operations Specialist, developing plans, coordinating preparations for state active duty and the operational employment of ARNG military resources.

    SPECIALIZED EXPERIENCE : Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Experience researching a variety of planning problems.
  • Experience developing, analyzing and updating drug enforcement support operations contingency plans.
  • Experience scheduling and conducting threat briefings on terrorist or subversive element activities.
  • Experience developing operational procedures to implement contingency and emergency plans.
