Summary
This position provides leadership within the organization and is primarily engaged in management activities that establish the direction of a program supporting the Intelligence Community. The role requires expertise in Logistics, Transportation as well as Project Management, ensuring seamless integration of services to meet mission-critical requirements. The position will make decisions in areas impacting the organization, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope
This position has oversight of a program providing Logistics, which includes Packing, Transportation and Tracking of materials within the Intelligence Community. It establishes an execution framework that complies with the contract while ensuring safety, quality, value, timeliness, and profitability. The Program Manager will lead a diverse team, including subcontractors to execute the project. This role involves daily engagement with senior US Government customers and direct accountability for contract execution, client satisfaction, personnel safety, and financial performance.
Principal Job Duties & Responsibilities
• Lead program execution for Project Management, to include all Logistics, Transportation and Tracking of materials. Ensuring compliance with contract requirements and company practices.
• Develop a complete understanding of the Fluor prime contract and relevant subcontracts to provide full support to the project management team.
• Ensure Health, Safety, and Environmental (HSE) practices are emphasized throughout all phases of the program.
• Oversee and integrate daily operations of the Program Management Office (PMO) staff and their deliverables.
• Maintain effective client relations with senior US Government customers, ensuring active cooperation and prompt payment, while fostering opportunities for follow-on work.
• Lead the development and implementation of program execution and commercial baselines, including schedule, cost control, and productivity.
• Collaborate with Project Controls to establish and maintain a documented change control system, tracking all changes to the contract and project baseline requirements.
• Coordinate with subcontractors for procurement, material management, and shipping teams for technical content and schedule requirements.
• Travel as required to attend business-related meetings and client engagements.

• Proven ability to lead through one or more layers of subordinate management.
• Success in leading a team of subcontractors.
• Track record of effective administration related to the day-to-day operation of a large-scale business, including financial transactions, reports, and analysis, as well as corporate and customer briefings.
• Ability to tie program strategy to customer success and business results.
• Ensure best practices by implementing and sustaining best-in class subcontractor management, program management plans, planning and scheduling, materials management, and change management.
• Maintain client relationships through regular communication to better understand project operations, assess changing needs, and seek client feedback on performance.
• Identify future client requirements and up-selling opportunities through on-site assessments and proposing project plans.
• Participate in Fluor University courses for continued learning experiences.
• Utilize Knowledge Management processes to capture, support, and leverage relevant knowledge to enhance project execution.
