DESCRIPTION
Position: Master/Community Planner
Location: Poland
Clerance: Secret
Job Description:
· Develop or support development of RPMPs including requirements gathering and validation, capability/gap analysis, Vision Plans, Installation Planning Standards, Area Development Plans (ADPs), etc.
· Support/conduct space utilization studies/analysis and space assignments based on validated requirements
· Make recommendations to the Government on the impacts/feasibility of proposed stationing and unit movement decisions based on facility requirements, availability, timelines to obtain/construct new facilities, and impacts to existing RPMPs
· Make recommendations to the Government on facility status (acquisition, disposal, modification, improvement, conversion, diversion, etc.) and prepare site plans showing facilities by status/recommended change
· Update RPMPs to reflect changes in real property status
· Prepare or review/validate annual project submissions
· Support/conduct project prioritization and programing to include providing support with preparing for and executing Real Property Planning Board (RPPB) meetings
· Support/conduct project planning/1391 development, e.g., participate in project planning and design charrettes, review submittals; obtain site approvals, obtain waivers where required, etc.
· Review project specifications, drawings, and/or reports to ensure construction programs progress in accordance with approved project priorities and ADPs
· Develop and maintain master planning files, project files, and real property records, including GFEBS, GIS, Army Mapper, ePRISMs, RPLANS supporting documentation and space assignment records
· Collect, track, and facilitate responses to Requests for Information (RFIs)
· Communicate with stakeholders, including developing and maintaining current stakeholder rosters
· Prepare and/or deliver briefings to leadership at USAG Poland, IMCOM-E, and USAREUR-AF
REQUIREMENTS
Minimum Qualifications
· Master's degree in a related field and three (3) years of recent specialized experience; OR Bachelor's degree in a related field and six (6) years of recent specialized experience; OR ten (10) years of recent specialized experience
· All degrees must have been conferred by an accredited university recognized by the US or European Union, and the degree(s) must be in either Urban Planning, Architecture, or another related field of study with approval from the COR.
· Minimum of three (3) years' experience in community planning/real property master planning, real property management (including systems of record maintenance), space utilization/assignment, project programing, and project planning/1391 development
· Ideally have at least three (3) years' experience working for the US or Polish Armed Forces (experience can be as a civilian, service member, or contractor).
· May be required to work overtime to meet the objectives and must also be able to travel anywhere in Poland with 24 hours' notice, anywhere in Europe with 72 hours' notice, and anywhere worldwide with two weeks' notice.
· Required to obtain and maintain all necessary background checks required for access to US, Polish, and other European military installations. Failure to obtain or maintain the required security clearance and/or base access authorization is immediate grounds for termination.
· Preferably have at least 1 year experience working with multi-national organizations or companies
· Requires US Secret clearance
