Job Description

The Instructional Delivery and Quality Assurance Lead (IDQL) is responsible for overseeing the assessment, quality assurance, and instructional effectiveness of cyber-related training programs. This individual ensures that all courses meet evolving mission requirements, maintain instructional integrity, and reflect the latest standards in cyber operations, including cyber forensics, cyber counterintelligence, and cyber threat detection. The candidate will have the following areas of responsibility:

- Evaluate and support the Government in assessing course content, curriculum effectiveness, and training relevance to customer and mission needs.

- Assess and monitor the instructional delivery of cyber-related training programs, ensuring consistency, quality, and instructional effectiveness across all modalities.

- Collaborate with Subject Matter Experts (SMEs), Government personnel, curriculum managers, mission stakeholders, and external partners to gather training requirements and implement continuous improvement.

- Identify and report issues related to content quality, such as spelling, grammar, logical flow, and adherence to job performance sheets.

- Support iterative development cycles that adjust training content to reflect changing operational demands in cyber network defense, forensics, and threat emulation.

- Contribute to the development and implementation of metrics for evaluating course success and trainee performance.

- Ensure all recommendations and quality improvement feedback are communicated clearly to Government stakeholders and contractor curriculum leads.

- Stay current on emerging cyber threats, investigation tools, evidence handling protocols, and applicable legal standards.

- Other duties as directed

Required Qualifications

- Minimum of 3 years delivering cyber technical training to personnel in computer forensics, cyber counterintelligence, cyber network defense, cyber threat emulation/detection.

- Demonstrated and extensive experience assessing instructional delivery of cyber training programs.

- Significant experience evaluating the effectiveness and relevancy of cyber training courses and curricula.

- Proven experience working with external stakeholders, mission partners, and curriculum developers to collect and iteratively develop cyber training requirements.

- Knowledge of cybercrime evidence collection, data analysis, and legal aspects of cyber investigations.

- Awareness of investigative tools and technologies across various operating systems.

- Experience applying cyber solutions to real-world Federal law enforcement or counterintelligence challenges.

- Familiarity with commercial software commonly used in network defense and digital forensics.

Required Education/Certification

- U.S. TS/SCI clearance eligibility

- University bachelor's degree in IT-related field

Desired Qualifications

- Experience working within Federal or DoD cyber training programs or intelligence/law enforcement environments.

- Familiarity with instructional systems design (ISD) and training development methodologies (e.g., ADDIE, SAM).

- Experience using Learning Management Systems (LMS) and assessment tools to support training evaluation.

- Strong writing, editing, and technical communication skills.

- Certifications related to cybersecurity (e.g., CEH, CISSP, GCFA, GCIH) or instructional design (e.g., CompTIA CTT+, ATD).

- Demonstrated understanding of national cyber strategy, policies, and directives impacting training.
