Employment Position: NA-84 OPX Budget Analyst

Location: Washington, DC

This position assists the NNSA Office of Nuclear Incident Response (NA-84) by documenting and tracking the execution of the Operations and Exercise (OPX) budget. The focus of the work is managing and monitoring OPX budget execution, the NA-84 Ukraine Task Force budget, and the NA-84 Operations Reserve budget. This position provides direct support to NA-84 OPX Program Manager with close coordination and synchronization with other NA-80, NA-84, and Lab budget analysts. In addition, this position serves as an on-call responder for Nuclear Emergency Support Team (NEST) to support response operations when directed.

Responsibilities:
  • Track NA-84 provided funding to other DOE/NNSA sites using multiple accounting codes. This includes tracking funding authorizations, obligations, and costs, and reconciling values across several different systems (IDW, STARS, WBS Dashboard, etc.).
  • Receive input from OPX Program Manager, DOE labs, and other budget stakeholders to edit Project Execution Plans as required. Review plans for accuracy and consistency, maintain an archive at headquarters, and distribution to NA-84 program managers and budget analysts at the DOE laboratories.
  • Review approved funding program documents for accuracy and consistency.
  • Track funding received by OPX from other agencies through Interagency Agreements (IAAs) and Military Interagency Procurement Requests (MIPRs). Complete the process to assign funding received to the DOE labs and contractors as directed.
  • Complete the process to transfer NA-84 funding to other agencies through Interagency Agreements when directed.
  • Use DOE department-wide budget tracking software tools, NA-84 web-based budget tracking tools, and Excel documents to monitor budget execution and generate reports.
  • Work with DOE laboratories budget analysts supporting NA-84 OPX to ensure budget execution is compliant with OPX goals and direction.
  • Participate in meetings and conference calls related to budget plans and execution and provide meeting notes to the office leadership and staff.
  • Once trained and when required, serve on-call in a NEST response capacity typically for one week every two months with the ability to report to the Forrestal Building within two hours of notification. Must be willing to support emergency response operations and incident management with an on-call requirement to include after hours, extended shifts, and weekends.

Required Qualifications:
  • DOE site access requires the qualified candidate be a U.S. citizen with an ACTIVE DOE Q or Department of Defense (DoD) Top-Secret security clearance and the ability to obtain DOE IN Sensitive Compartmented Information (SCI) access. The candidate's written consent to conduct a pre-employment background check and test for the absence of any illegal substances is required as a condition of employment and to maintain a security clearance.
  • Positions requiring a security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
  • Familiarity with budget terminology, ability to read and understand budget documents and analyses, and ability to quickly learn new budget systems.
  • Proficient with the use of spreadsheets and financial analysis programs; comfortable synthesizing information from multiple sources and generating reports on the results.
  • Proficient with Microsoft Office, Teams, and SharePoint
  • Strong, clear and concise communication skills to explain budget status to managers.
  • Willingness to work directly with clients in a rapidly changing environment and must possess and maintain a professional approach to interactions with the client.
  • Able to sit for extended periods and perform work in an office environment, including extensive use of computers, under sometimes stressful conditions.
  • Domestic and international travel may be required. Travel is "best-cost" to the government and only economy airfare and economy class rental cars are allowed.
  • Able to lift 50 pounds, carry your own luggage, and walk up to a quarter of a mile to work locations.
  • After receiving the appropriate training, serve "on-call" as a member of the NEST Response Team, which may include after-hours, extended shifts, and weekends.
  • Maintain training and appropriate qualification standards associated with response team.
  • Work after-hours, extended shifts and on weekends when required during emergency responses and exercises.
  • Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests may be required as a condition of employment.

Desired or Preferred Qualifications:
  • Bachelor's degree in accounting or a related field.
  • Minimum of three years of job-related experience.
  • Experience in DOE budget and accounting; experience in government budget and accounting is preferred
  • General knowledge of DOE/NNSA agency organization and structure.
