The Headquarters Department of the Army (HQDA), Office of the Deputy Chief of Staff, G9 (ODCS, G9), Enterprise Architecture (EA) - Specialized Design and Compliance Support Services requires reliable and timely Information Technology (IT) services to support ODCS, G-9 directorates and the Army-wide installations enterprise. With a broad depth of capabilities that spans across the PWS task areas, Five Rivers Analytics, LLC (FRA) is a capable and technically qualified, mission-focused small business, honored to be considered for this requirement. FRA is a trusted and proven 8(a) small business (SB) through its current IT support to multiple US Army organizations.
Five Rivers Analytics looks to provide staff expertise and resources knowledgeable about IT portfolio management, compliance, investment analysis, and skilled in the DoD Business Enterprise Architecture (BEA): Compliance Guidance, compliance assertions, and tools, to support annual statutory compliance requirements for all systems within the Installation Management portfolio.
This position is currently hybrid and requires that you reside within commuting distance of Arlington, Virginia.

Responsibilities
- The contractor shall assist the Government in IT portfolio management tasks, including assessing compliance metrics for the Business Mission Area (BMA) and the Installations, Energy, and Environment (IE&E) domains.
- Assist system owners in resolving compliance issues related to portfolio management and regulatory reporting requirements.
- Support the Government in developing and maintaining the Community of Practice SharePoint site for portfolio management, ensuring accessibility and usability for stakeholders.
- Assist in developing and delivering the monthly Portfolio Manager's briefs and hosting meetings as required.
Qualifications
- This position is currently hybrid and requires that you reside within commuting distance of Arlington, Virginia.
- Bachelor's degree in business administration, Information Systems, or a related field, or 8 years of experience in portfolio management, IT investment analysis, or enterprise architecture within a government or defense environment.
- Experience (at least 5 years) in IT portfolio management, investment decision analysis, or enterprise IT governance, particularly within federal or DoD frameworks.
- Ability to analyze, interpret, and communicate IT investment strategies, compliance requirements, and portfolio management data effectively through reports, briefs, and stakeholder presentations.
- Ability to learn and leverage Army applications, such as the Army Portfolio Management System (APMS) and other reporting tools, to assess Business Mission Area (BMA) and Installations, Energy & Environment (IE&E) Domain compliance metrics and assist system owners in addressing compliance issues related to portfolio management and regulatory reporting requirements.
- Experience in coordinating and executing tasks outlined in the leadership memorandums like the annual Investment Decision Memorandum (IDM) provided by the Office of Enterprise Management and the Army CIO.
- Experience in preparing and delivering monthly Portfolio Manager's Briefs, including hosting and facilitating meetings when required.
- Familiarity with government IT compliance frameworks, investment policies, and DoD governance standards to support compliance issue resolution and strategic decision-making.
- Obtain a Public Trust Clearance
