Actively seeking a highly skilled contractor support employee to serve as a Senior Logistics and Program Analyst supporting the development of advanced technology prototype within the Rapid Prototype Project Office (RAPPO). The individual will be responsible for the 12 Elements of Integrated Product Support (IPS) as well as providing input to all Life Cycle Support Plans (LCSPs) designed to manage the system's sustainment needs across all phases of its existence (including transition and beyond). While the position will primarily oversee logistics lifecycle planning, sustainment integration, property accountability, and transition activities, the individual is also required to provide support in project management analysis related to cost, schedule, and performance. The position will support all RAPPO programs include SAP programs. This role provides direct support to the RAPPO Acquisition Director.

QUALIFICATIONS:
Specialized Experience : Must have at least 5+ years of experience, education, or training involving detailed knowledge of organizations, and their functions related to logistical support both collateral and SAP programs (i.e., supply & service support, maintenance, property accountability, quality assurance, & facilities). Experience planning and organizing logistics work assignments in support of design & development activities, test activities, and materiel fielding activities as well as experience working with other DoD logistics organizations (i.e., AMC, DLA, Army G-4 and others).

DUTIES:
Logistics (80%) - Plan, develop, and execute logistics management activities across the following IPS elements for all RAPPO programs to include SAP programs:
- Product Support Management: Develop and implement product support strategies to optimize reliability, availability, maintainability, and total ownership cost. Integrate all twelve IPS elements throughout the lifecycle.
- Design Interface: Coordinate logistics needs with systems engineering efforts, including R&M, testability, support equipment, diagnostics/prognostics, configuration management, affordability, human systems integration, safety, HAZMAT, anti-tamper, habitability, disposal, and legal compliance.
- Facilities & Infrastructure: Identify facility requirements (maintenance, supply storage, ammo storage, etc.) and develop plans for construction, upgrades, or use of existing infrastructure.
- Information Technology (IT) Systems Continuous Support: Ensure IT hardware, software, cybersecurity, and data management support for mission critical systems.
- Maintenance Planning and Management: Establish maintenance concepts, site activation plans, repair capability assessments, and sustainment support strategies.
- Manpower & Personnel: Define and plan personnel requirements (military/civilian) needed to operate and sustain systems, including impact assessments on organizational manpower structures.
- Packaging, Handling, Storage, and Transportation (PHS&T): Develop and implement plans ensuring items are preserved, packaged, handled, and transported appropriately considering environmental and transportability needs.
- Supply Support: Plan and coordinate provisioning, cataloging, supply chain management, warehousing, and disposal of spares and repair parts.
- Support Equipment (SE): Identify, acquire, and manage all operational and maintenance support equipment while minimizing new development.
- Sustaining Engineering: Support engineering investigations, root cause analyses, deficiency assessments, and technical corrective action development to maintain operational systems.
- Technical Data: Manage acquisition and validation of technical documentation, including Interactive Electronic Technical Manuals (IETMs), engineering drawings, and related specifications.
- Training & Training Support: Develop training plans, coordinate new equipment training, and ensure delivery of individual and crew training programs.
Additional Logistics Responsibilities:
- Manage Government Furnished Property (GFP) using the Defense Property Accountability System (DPAS).
- Manage munitions using Department of the Army Total Ammunition Management Information System (TAMIS).
- Support lifecycle sustainment planning for all RPPO programs to include SAP programs.
- Confirm receipt and compliance of Contract Data Requirements Lists (CDRLs).
- Coordinate prototype transportation, repair status updates, fielding, and equipment disposition actions.
- Support development of Technology Transition plans for RAPPO assigned projects.
- Provide logistics cost estimates in support of total prototype lifecycle costs.
- Evaluate contract proposals and monitor contractor logistics support performance to ensure compliance with DoD Integrated Product Support principles.
- Confirm receipt of Contract Data Requirements Lists in support of RAPPO pOTA.
- Manage, coordinate, and direct the execution of strategic logistics planning and future operations planning efforts.
- Track supply chain issues for RAPPO assigned projects.
- Establish and maintain an account in Defense Property Accounting System (DPAS) to manage contractor government furnished property and other loaned RCCTO property.
- Establish and maintain a Department of the Army Total Ammunition Management Information System (TAMIS) account for RAPPO to manage test munitions.
- Coordinate logistics support plans early in the prototype development phase to facilitate needed logistics documentation downstream.
- Provide logistics support information to coordinate and develop materiel fielding plans and fielding agreements of residual combat capability; and resolve fielding problems.
- Provide logistics solutions for assigned projects/programs.
- Support the review of contractor invoices and arrange for shipping and tracking of Government equipment to and from vendor/test facilities.
- Coordinate system or component returns, provide prototype repair status, serviceability records, and related transportability & handling requirements for RAPPO prototypes.
Program Analysis (20%) - Support program management activities:
- Track and analyze project cost, schedule, and performance metrics.
- Assist in the development of project documentation including spend plans, transition agreements, decision briefings, and reports for senior leadership.
- Support acquisition and transition planning activities aligned to SAP security protocols.
- Support Integrated Product Teams (IPTs), technology transition working groups, and milestone reviews.
- Prepare executive summaries and decision materials for Army senior leaders
QUALIFICATIONS:

Required Skills/Experience :
- Must be a U.S. Citizen.
- Active U.S. DoD Top Secret/SCI clearance is required upon hiring.
- Current SAP eligibility required
- Must have a current driver's license.
- Travel: Yes, 25% annually.
- Telework: Yes, as authorized by RAPPO Director.
- Self-starter that needs little direction/guidance on what next steps are required with projects and demonstrates strong attention to detail.
- Excellent verbal communication, organizational, and interpersonal skills.
- Familiarity with DoD acquisition and logistics policies (e.g., DoDI 5000.91, DoD Product Support Guidance).
- Proficient in Microsoft Office Outlook, Word, PowerPoint, Excel, and familiarity with Microsoft Project is preferred.

- Logistics and Program Management certifications such as DAU or other certifications (Advance level or equivalent).
EDUCATION REQUIREMENTS :
- Master's degree in business management, supply chain management, logistics, or a related discipline. College can be used in lieu of experience based upon direction by the RAPPO Acquisition Director.
PREFERRED / DESIRED SKILLS :
- 5+ years of relevant experience providing lifecycle logistics management support within DoD or another federal agency (Army preferred).
- Experience with the twelve elements of Integrated Product Support.
- Experience with Life Cycle Logistics (LCL) designed to plan, develop, implement, and manage a prototype system's support strategy up to and one year beyond transition.
- 3+ years of experience with Middle Tier Acquisition (MTA) rapid prototyping pathway.
- Understanding of SAP security logistics constraints and accountability requirements.
- Experience supporting Congressional reporting for RDT&E initiatives
