Organization's Summary Statement:
The Applied Research Laboratory for Intelligence and Security (ARLIS), based at the University of Maryland College Park, was established in 2018 under the sponsorship of the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). As a University-Affiliated Research Center (UARC), our purpose is to be a long-term strategic asset for research and development in applied artificial intelligence and autonomy; human, cultural and social systems; and advanced computing and emerging technology.


We are seeking an exceptional Chief Research Officer (CRO) to lead strategic scientific and technical initiatives in support of the Department of Defense and Intelligence Community. This role is critical for driving innovation, fostering collaboration, and ensuring ARLIS remains at the forefront of cutting-edge research in areas such as artificial intelligence, autonomy, human performance, supply chain security, cybersecurity, and quantum.

The Chief Research Officer is responsible for overseeing the Lab's research initiatives, promoting innovation, enhancing research capacity, and ensuring compliance with ethical standards. This role requires leadership in strategic planning, resource allocation, and collaboration with faculty and external partners.

The Chief Research Officer coordinates and stewards ARLIS’s core competencies, which are the essential areas of scientific, engineering, and technical expertise that the Government requires of ARLIS and the University of Maryland, as defined by the conditions of the Department of Defense UARC Management Plan (2010). ARLIS is organized across three Divisions, each led by a Director, with the CRO responsible for providing coordination and oversight across the organization.

ARLIS Divisions:
1. Human and Social Systems:
• Foreign languages and dialects, including the analysis and documentation of those languages and language varieties for which national security interests define staffing requirements.
• Linguistics and all its sub-fields, including phonetics, phonology, morphology, syntax, discourse analysis, semantics, pragmatics, sociolinguistics, applied linguistics, lexicography, computational linguistics, geo linguistics, corpus linguistics, historical linguistics, psycholinguistics.
• Disciplines relevant to the acquisition and practice of analysis and critical thinking, including psychology, cognitive science, neuroscience, computer science, organizational science, political science, anthropology, criminology, economics, education, philosophy, and second language acquisition.

2. Intelligent Human-Machine Systems:
• Artificial Intelligence, including knowledge acquisition, knowledge representation and reasoning, knowledge discovery and data mining, machine learning, human-computer interaction, natural language processing, information studies, data science, computer science, and autonomy.
• Human-machine interaction, including human-computer interaction (HCI), human-centered design, human performance, and virtual reality/augmented reality.

3. Advanced Computing & Emerging Technologies
• Disciplines related to the manipulation, use, and sharing of information of varying quantities and diverse forms.
• Engineering and systems disciplines
• Software and system design, including software engineering, information modelling, interoperability, information systems architecture.

Key Responsibilities:
Strategic Leadership:
• Develop and implement ARLIS’s strategic research agenda, identifying future capabilities to maintain mission-readiness.
• Lead efforts to recruit, mentor, and retain top-tier researchers, including students, postgraduates, and post-doctoral staff.
• Support long-range planning and portfolio analysis.
• Lead interdisciplinary teams in exploring and expanding core and emerging areas of expertise.

Partnership Development:
• Cultivate strategic partnerships with universities, industry, and government agencies.
• Represent ARLIS in national and international scientific forums and integrate capabilities into broader research ecosystems.
• Oversee the quality, integrity, and security of all research initiatives.
• Ensure compliance with ethical standards and regulatory guidelines.
• Drive initiatives through other programs within ARLIS, such as INSURE and RISC, to further the goals of ARLIS and the DoD.
• Guide programs such as INSURE and RISC to advance ARLIS and DoD objectives.

Innovation Management:
• Drive cross-disciplinary innovation and identify emerging research trends.
• Drive initiatives through other programs within ARLIS, such as INSURE and RISC, to further the goals of ARLIS and the DoD.
• Develop and maintain research infrastructure and ensure access to cutting-edge resources.

Policy & Operational Support:
• Create and enforce research policies.
• Advise and support operational needs and professional development of ARLIS researchers.

Assessment & Reporting:
• Monitor and evaluate research initiatives.
• Analyze outcomes to inform strategic decision-making.

Additional Responsibilities:
• Serve as the organization’s representative in national forums to integrate capabilities into broader scientific ecosystems.
• Build trusted relationships with sponsors and stakeholders.

Must be able to obtain a U.S. security clearance. If selected, you must meet the requirements for access to classified information and will be subject to a government security clearance investigation that includes criminal and credit history checks, as well as verification of U.S. citizenship, birth, education, employment, and military history.

Minimum Qualifications:
• Ph.D. (or equivalent advanced degree) in a field relevant to ARLIS core competencies, including but not limited to engineering, computer science. applied sciences, or cognitive and social/behavioral sciences.
• Experience managing large-scale research programs and fostering interdisciplinary collaboration.
• Proven record of professional achievement including leadership in research organizations or labs, securing funding, publications, and peer recognition
• Demonstrated ability to lead interdisciplinary teams, foster collaboration, and manage large-scale research initiatives.
• Strong understanding of research ethics, compliance, and policy development.
• Effective communication, leadership, and interpersonal skills with the ability to engage stakeholders across academia, industry, and government.
• Commitment to high standards, intellectual breadth, and personal integrity.
• Eligibility to obtain and maintain a Top Secret/SCI clearance.

Physical Demands:
Work is performed in a traditional office environment with standard equipment. The role requires viewing computer terminals, reading/analyzing data, and attending meetings on/off campus. Occasional exertion up to 20 pounds may be required.

Preferences:
• Experience in the national security domain.
• Experience in academic administration and collaborative research environments.
• Understanding of government research and engineering processes.
• Familiarity with human subjects research regulations, including IRB protocols.
• Expertise in emerging technologies such as AI, autonomy, cybersecurity, and quantum.
