This position will be responsible for supporting military organizations to include U-A/A4CX (Ramstein AB), and European Command (EUCOM)/J44 (Stuttgart) and will ensure seamless integration of technical and financial program management efforts and oversee the progress of both technical and financial teams to achieve program milestones and objectives. This role will sit onsite in Ramstein, Germany.

Responsibilities:
* Support military organizations to include U-A/A4CX (Ramstein AB), and European Command (EUCOM)/J44 (Stuttgart).
* Support military installations to include Spangdahlem AB, Germany; Aviano AB, Italy; Incirlik AB, Turkey; Lajes Field, Portugal; Moron AB, Spain; the Royal Air Force Bases – Lakenheath, Mildenhall, Alconbury, Croughton, Fairford, Molesworth and Menwith Hill, United Kingdom; Buechel AB, Germany; Ghedi AB, Italy; Volkel AB, Netherlands; and Kleine Brogel AB, Belgium.
* Provide overall program management of $30M to $50M in funds for Chemical, Biological, Radiological, and Nuclear (CBRN) defense for USAFE. Ensure seamless integration of technical and financial program management efforts and oversee the progress of both technical and financial teams to achieve program milestones and objectives.
* Act as the primary point of contact for all stakeholders involved in the CBRN defense program. Facilitate effective communication and collaboration, including but not limited to U-A/A4CX, AFIMSC/Det 4, United States Army Corps of Engineers (USACE)-Europe, Naval Facilities-Europe (NAVFAC), the Defense Infrastructure Organization (DIO), Main Operating Bases (MOB) contracting agents, technical experts, and financial analysts. Prepare and present regular updates, reports, and briefings to senior leadership and stakeholders on the status, risks, and performance of the CBRN defense program.
* Develop and maintain a comprehensive program management plan that outlines the strategic objectives, resource requirements, and timelines for the CBRN defense program. Coordinate with requirements owners to collect requirements, prioritize them, and work with the owners to carry them out. Coordinate with technical and financial teams to allocate resources effectively and efficiently, ensuring the program remains on track and within budget. Develop a Future Years Defense Program (FYDP) that captures planned projects and requirements for a five-year planning cycle.
* Identify, assess, and manage risks associated with the CBRN defense program. Develop and implement risk mitigation strategies to address potential challenges and ensure the continuity and success of program activities. Maintain a risk register and conduct regular risk reviews to adjust strategies as needed. Ensure all aspects of the CBRN defense program adhere to relevant standards, regulations, and best practices. Implement quality assurance processes to monitor and evaluate the effectiveness of program activities. * * * Conduct monthly audits and reviews to ensure compliance with contractual obligations and regulatory requirements.
* Establish key performance indicators and metrics to measure the success and impact of the CBRN defense program. Regularly track and analyze program performance data and provide detailed reports on monthly activities to U-A/A4CX. Use performance insights to inform decision-making and drive continuous improvement in program execution.
* Support the Financial Analytical Support role in U-A/A4CX, ensuring efficient management of administrative duties, financial tracking, record keeping, and audit preparedness. Monitor and facilitate the transfer of funds between AFIMSC RM or U-A/A4P and the MOBs, and ensure accurate reporting and coordination across staff offices, including AFIMSC Det 4, U-A/A4CX, U-A/A4P, AFIMSC/RM, and EUCOM/J44. Ensure proper documentation and support for approval processes and financial execution plans as designated by U-A/A4CX.
* Support the Force Protection Analyst role, ensuring effective management of mechanical engineering and technical services related to existing facility systems and CPS and HEMP mitigation system interoperability. Coordinate mission owner meetings, technical design reviews, inspections, preventative maintenance programs, and the development of design standards. Ensure technical issues are addressed promptly, and technical support is provided to MOBs and mission owners for installation, commissioning, and maintenance of CPS and HEMP systems.
* Ensure the financial, technical, and requirements efforts are properly aligned and integrated within the CBRN defense program. Facilitate regular meetings and coordination between the financial, technical teams, and requirements owners to address any issues, synchronize activities, and ensure all aspects of the program are progressing in synch. Provide a unified approach to achieving program goals and objectives, leveraging the strengths and expertise of financial, technical, and requirement owner personnel.
* Implement and maintain a comprehensive documentation and records management program in compliance with the Air Force Financial Improvement and Audit Readiness (FIAR), Air Force Instruction (AFI) 33-322 Records Management, and Information Governance Program. Ensure all program-related documents, including financial records, technical designs, and project reports, are accurately maintained and easily accessible for auditing and review purposes.
Required Qualifications:
* Bachelor's degree and 10 years of directly related experience; OR if no degree,15 years of directly related experience.
* Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.
* Registered and active PMP required.
* Active Top Secret SCI Clearance required.
Physical Requirements:
* While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
* Must have the ability to lift 15-25 pounds.
Preferred Qualifications:
* Prior experience managing mechanical engineering and technical services related to existing facility systems and CPS and HEMP mitigation system interoperability.
* Prior experience coordinating meetings to address technical design reviews.
