The Contractor shall conduct CD threat assessments and shall also track and report DASD-CN/SP required metrics for all project codes tied to the ONI CN Department as part of the Department of Defense Counterdrug (CD) Program Performance Measurement Plan (PMP). This will include data entry into appropriate databases, tracking 10 U.S.C. 284(b) data, compiling data for quarterly reports, aiding ONI CN Department leadership in its reporting of this data to DASD-CN/SP.
The Contractor will consolidate, mine and analyze data from existing/future CN Department data to determine customer feedback that can improve formal and ad-hoc production.
The Contractor will send periodic surveys to CN Department customers to collect feedback on existing products to determine and track utility and accuracy of information.
The Contractor shall work independently and with CN Department Leadership to understand database structure and data science processes, collaborating with end users to understand and troubleshoot platform issues and develop appropriate solutions when required.
The Contractor will analyze, define requirements, develop and create documentation for reporting to DASD-CN and, if determined by the TPOC, to Kennedy Command Staff, establish standards and best practices for requesting, prioritizing and developing reporting processes, and champion reporting quality, consistency, usability and reliability by documenting and applying best practices to design and development.
The Contractor will communicate project status and provide CN Department leadership updates and recommendations, and any additional requirements as determined by
the TPOC.
· Possess an Active Top Secret/SCI Eligibility level clearance for the duration of the PoP;
· Possess three (3) years all-source analytical experience that addresses experience writing or supporting analytical products; OR a bachelor’s degree in a related technical field (i.e. International Relations, Intelligence Analysis).
· Have knowledge of or experience in data science, data management or data analytics.
· Understand and have a working knowledge of the Intelligence Community Analytic Standards as set by the Office of the Director of National Intelligence within the Intelligence Community Directive 203. The Contractor must demonstrate proficiency in Intelligence Production Tradecraft, which includes the following qualities:
o Classification of documents
o Intelligence Sourcing Methodology
o Using the Telegraphed Inverted Pyramid Model (TIPM); and
· Have a minimum four (4) years of experience working with Microsoft Office Software.
· Have a minimum two (2) years of experience demonstrating effective communication both orally and in writing
· Have knowledge of maritime security and capabilities
· Have a minimum two (2) years of experience working knowledge of advanced statistical techniques and concepts (regression, properties of distributions, statistical tests and proper usage etc.)
· Have a minimum two (2) years of experience utilizing a variety of machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.)
The Contractor may be required to travel locally and accomplish tasks from alternate work locations within 30 miles of the Washington DC Metro Area in performance of this contract. The National Target Center, 22330 Glenn Drive, Sterling VA, 20164 has been identified as an alternate designated place of performance.
