Job Summary
Raytheon has an immediate need for a Phantom Strike Program Operations Manager (POM) for our business in Tucson, Arizona. The POM is a leadership role and will be the primary interface between Operations, the Program Office and Factories responsible for the execution of CHIRP product and CHIRP sub-product Operations deliverables in all phases of program execution (ie - proposals and captures, design & development, transition to production, production, close-out).
This leadership position involves direct guidance to various manufacturing and transition to production activities across several factory areas such as Andover, MA, Tucson, AZ, Forest, MS and El Segundo, CA in support of operations and program objectives. A major responsibility of the role is to ensure a successful transition to production of the CHIRP product, including scalable manufacturing processes, implementation of the digital thread, design for manufacture and assembly (DFMA) while achieving affordability, technical and quality control objectives.
The successful candidate will be required to have effective, executive communication and leadership skills as the position involves interfacing with senior leaders from across the business, program, product and functional organizations. Duties will also include briefing manufacturing activities in support of TIMs, PMRs and gate reviews to internal and external customers.

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

What You Will Do:
- Accountable for all operations team cost, schedule, and quality objectives
- Managing the coordination and execution of transition to production schedules with Global Supply Chain Management, Subcontracts, Engineering and other functional areas to support on time delivery
- Support Manufacturing Operations strategy and utilize CORE best practices
- Coordinate Operations bids for new factory-facing proposals
- Generate manufacturing sections of technical proposals
- Interface with internal and external customers to understand needs and issues, ensuring the customers receive satisfactory standards of service
- Define clear operational schedules, priorities & goals for the product and program teams
- Drive operations and supply chain readiness throughout the value stream for the program
- Implement projects within the various factories to improve visibility of build data, throughput, buffers at the CHIRP and CHIRP sub-product levels
- Report on EAC, OTD and forecast/delivery performance to achieve the AOP
- Responsible for the development and execution of CHIRP discrete program plans: MBW, MRA/MRL, MPP/Build Plans, NPT/T2P, Digital Engineering, FEOTB, Capital
- Support other special projects as they arise in support of the Function (ie - RTN Manufacturing Symposium, NPI SME, harmonization of command media)
Qualifications You Must Have:
- Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience
- Prior work experience with Ultra design, performance requirements, factory and supplier capabilities & manufacturing processes, roadmap, Ultra products organization
- Experience with capacity expansion to include capital, facilities and/or process mapping
- Experience working with SAP or similar enterprise resource planning systems
- Experience with proposals, Basis of Estimates (BOEs), and/or USG contract negotiations
- Active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
- Experience with AS9145 (Aerospace Industry Standard for APQP - Advanced Product Quality Planning)
- Raytheon New Product Introduction / Transition to Production Process experience
- Experience with managing or supporting Direct Commercial Sales (DCS) and commercial, contractual arrangements
- Experience with Six Sigma, lean manufacturing or other certified, problem-solving methodologies
- Experience with managing a global customer network and supply base
- Earned Value Management System Certified
- Ability to understand complex designs and how to best implement successfully in a manufacturing environment.
- Knowledge and experience managing support plans and maintaining schedule in cross-functional, matrixed environment
- Previous program manufacturing experience in a Department of Defense contracting environment
- Understanding of manufacturing tool sets and how to leverage outputted data
- to execute the manufacturing plan
- Experience with test solution development and associated capital planning
- Knowledge of the IPDS (Integrated Product Development System) and associated Gate activities
- Strong business acumen with budget and schedule responsibility
- Experience and interest in verbal/visual presentations of Operations activities, plans, tasks, and/or delivery outlooks and Program-level information to internal and USG customers.
- Experience with Technical Data Package (TDP) reviews and approval
- Experience leading teams in cost reduction initiatives and manufacturing cycle time reduction
- Understanding of Raytheon defense product structures and product technical details
- Demonstrated understanding of manufacturing tool sets from integration through delivery of product/ service
- Problem solving abilities that bridge manufacturing realities to financial commitments
