Position Summary
We are seeking an experienced Configuration Manager (CM) to lead the development, implementation, and sustainment of Configuration Management processes and documentation in support of a complex government customer environment. The CM will play a key role in ensuring the consistency, traceability, and control of all configuration items (CIs) throughout their lifecycle, supporting compliance with CM standards and customer-specific directives. This role includes support across planning, identification, control, status accounting, and verification activities, as well as active participation in integrated product teams (IPTs) and working groups.
Required Qualifications
Possess at least five (5) years of demonstrated relevant experience in systems engineering and system configuration management and a bachelor’s degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other fields of science.
Demonstrate effectiveness in managing programmatic and technical planning and execution of integrated performance and configuration control activities.
Demonstrate technical expertise, critical thinking, problem-solving, and communication skills, as well as the ability to work effectively in a team environment and prioritize tasks to achieve organizational goals and customer expectations.
Demonstrate knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems, engineering process and integrated life cycle management.
Demonstrate ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Demonstrate ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of functions and personnel in support of the CM process.
Demonstrate the ability to collaborate with cross-functional teams to develop and implement Configuration Management (CM) practices, procedures, and metrics that support operational and mission requirements, as measured by:
Development of standardized CM procedures and guidelines
Implementation of quantitative metrics to track CM performance (e.g., defect density, configuration accuracy)
Achievement of 90% or higher compliance with established CM procedures and guidelines
Successful integration of CM with other functional areas (e.g., engineering, logistics, testing)
Timely and effective support of operational and mission requirements through CM activities.
Education: bachelor’s degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
Security Clearance: TS with eligibility for SCI and NC2 access.
Key Responsibilities
Configuration Management and Planning:
Initiate and support the CM Program, including internal communication across CM activities and performance measurement via status accounting data.
Develop, maintain, and annually update a CM Plan that integrates CM activities with organizational goals, reflecting evolving requirements and audit findings.
Update CM policies and Strategic Instructions (SI) annually based on input from directorates, audit results, and operational feedback.
Coordinate and identify staffing, training, tools, and resources necessary for successful CM implementation.
Develop and deliver CM training tailored to Program Managers, Action Officers, and general staff, ensuring enterprise-wide CM proficiency.
Conduct quarterly assessments of CM effectiveness, identifying gaps, resource needs, and process revisions; document findings in monthly reports and present at leadership briefings.
Establish and track CM performance metrics in partnership with IPTs and the Configuration Management Control Working Group (CMCWG).
Meeting And Stakeholder Engagement
Provide direct support to various working groups, including the Integrated Working Group, Infrastructure Requests Working Group (IRWG), CM IPTs, and other CM-related boards or meetings as directed.
Serve as senior CM advisor and participant in the CMCWG, including agenda preparation and meeting documentation.
Configuration Identification
Define and maintain configuration identification for systems and CIs throughout their lifecycle, including functional, performance, and physical attributes.
Determine appropriate configuration documentation and control authorities in alignment with logistics support strategies.
Support the development of baseline strategies and documentation integration across all functional domains.
Configuration Control
Support the engineering change proposal process, including preparation, review, disposition, and implementation.
Advise on the impact, feasibility, and efficiency of proposed changes across service lanes to support readiness and interoperability.
Minimize unnecessary change proliferation while ensuring configuration changes are aligned with operational goals.
Consolidate and present CM audit results to CMCWG with actionable recommendations.
Configuration Status Accounting (CSA)
Maintain and organize CSA data that reflects the current status and history of all CIs.
Record and report configuration audits, discrepancies, and final resolutions.
Report change installation status and efficiencies across production, modification, maintenance, and retrofit activities.
Configuration Verification And Audit
Support verification that products/systems meet documented configuration and performance requirements.
Conduct or support Physical and Functional Configuration Audits, ensuring deliverables match design documentation and performance specifications.
Assist in developing and analyzing CSA-derived performance metrics for continuous process improvement.
