Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$71,500 - $150,200

The Opportunity: We are seeking an experienced and dynamic Talent Acquisition and Resource Manager to lead our organization's recruitment efforts and optimize resource allocation. This role will be responsible for developing and implementing strategies to attract top talent, manage the hiring process, and ensure effective resource utilization across the organization.
Responsibilities:
- Develop and implement comprehensive talent acquisition strategies aligned with organizational goals and growth plans.
- Manage the full recruitment lifecycle, from job posting to onboarding, for various positions across different departments.
- Build and maintain relationships with external recruitment agencies, professional networks, and educational institutions to create a strong talent pipeline
- Collaborate with department heads to understand staffing needs and create accurate job descriptions.
- Implement and manage applicant tracking systems and other recruitment technologies to streamline the hiring process.
- Develop and oversee resource allocation strategies to ensure optimal utilization of human resources across projects and departments.
- Conduct workforce planning and analysis to identify current and future talent needs.
- Manage and mentor the recruitment team, providing guidance on best practices and performance improvement.
- Develop and implement employer branding initiatives to attract top talent and enhance the organization's reputation as an employer of choice.
- Ensure compliance with all relevant employment laws and regulations in the hiring process
- Analyze recruitment metrics and KPIs to continuously improve the talent acquisition process.
- Oversee the development and implementation of employee retention strategies.
- Manage the budget for recruitment activities and resource allocation initiatives.
Qualifications:
- Bachelors' Degree in a technical field or equivalent experience
- 5+ years of related work experience
- TS/SCI w/ poly is required
- Strong understanding of recruitment best practices and current industry trends
- Experience with applicant tracking systems and HR technologies
- Excellent interpersonal and communication skills
- Strong analytical and problem-solving abilities
- Proven experience in developing and implementing successful recruitment strategies
- Knowledge of employment laws and regulations
- Experience in workforce planning and resource allocation
- Strong leadership and team management skills
Desired:
- SHRM-CP or similar HR certification
