CACI is seeking an experienced and strategic Information Systems Security Manager (ISSM) VMOD Lead to lead cybersecurity efforts supporting the U.S. Strategic Command (USSTRATCOM) Cybersecurity Service Provider (CSSP). This pivotal leadership role directly aligns with the DoD 8140 Cyber Workforce Framework work role for Information Systems Security Manager - ISSM (ID: 722) at the Advanced level. The successful candidate will be responsible for the overall cybersecurity posture of designated programs, systems, or enclaves. This includes managing the Risk Management Framework (RMF) process, ensuring compliance via eMASS, overseeing vulnerability management, and serving as a vital member of the Vulnerability Management Orders and Directives (VMOD) team, which drives threat intelligence and vulnerability management for USSTRATCOM. This position may be subject to rotating shift work as necessary to support specific mission or incident response requirements.

Responsibilities:

As an Information Systems Security Manager, you will lead and manage the VMOD team and other comprehensive cybersecurity programs, including but not limited to:

  • Cybersecurity Program Management: Lead, oversee, and manage the cybersecurity program for assigned systems/enclaves. Develop, prepare, distribute, and maintain cybersecurity plans, policies, instructions, and SOPs (KSAT 299, 173, 790, 947). Advise senior management on risk levels, security posture, and resource allocation (KSAT 395, 397, 828). Acquire and manage necessary resources (KSAT 391).


  • Risk Management Framework (RMF) & Compliance: Oversee the RMF lifecycle for assigned systems, including managing assessments, authorization packages (ATO), and continuous monitoring activities within eMASS. Ensure compliance with DoD/NIST standards, policies, and regulations (KSAT 108, 69A, 1016, 1032). Ensure POA&Ms are created, tracked, and remediated (KSAT 963, 862).


  • Vulnerability Management & Threat Intelligence (VMOD Team): Serve as a key member of the VMOD team. Oversee the organizational vulnerability management program. Manage the monitoring of threat data sources to maintain situational awareness (KSAT 705, 58). Interpret non-compliance patterns and understand current/emerging threats (KSAT 677, 967). Supervise protective/corrective measures for vulnerabilities (KSAT 852).


  • Incident Response Oversight: Understand incident response methodologies and the enterprise program (KSAT 61, 966). Supervise or manage protective/corrective measures during incidents and ensure proper reporting (KSAT 852, 824).


  • Security Architecture & Integration: Understand network security architecture concepts and system engineering principles (KSAT 1072, 112). Identify security implications of new technologies and ensure requirements are integrated throughout the system lifecycle, including acquisitions (KSAT 640, 962, 816, 1017, 1018).


  • Stakeholder Collaboration & Communication: Communicate the value of IT security and promote awareness across the organization (KSAT 445, 919). Collaborate with internal/external stakeholders on security posture, risk, and improvements. Provide recommendations for tuning security controls or processes based on risk and findings.


  • Training & Awareness Oversight: Oversee the information security training and awareness program for assigned areas (KSAT 730, 810).


  • Reporting: Collect and maintain data for cybersecurity reporting (KSAT 440). Ensure necessary reporting on program status, incidents, or vulnerability trends meets requirements, potentially including JFHQ-DODIN timelines per CJCSM 6510.01B.


  • Additional Duties: Perform other related duties as assigned by leadership to meet mission requirements and support USSTRATCOM objectives. Depending on experience and team structure, this role may involve working under direct supervision or potentially providing guidance, training, or supervision to others.


Qualifications:

Conditional Alternative Certifications (Considered):

  • (ISC)² Certified Information Systems Security Professional (CISSP)


Education & Experience:

  • Bachelor's degree (BS) in Information Technology, Cybersecurity, Computer Science, Information Systems Management, or a related technical field is required.


  • A minimum of 10 years of relevant, progressive cybersecurity experience is preferred, with a strong emphasis on cybersecurity program management, RMF, risk management, vulnerability management, and leadership roles.


  • Proven experience as an ISSM or similar leadership role within DoD or Federal government environments is highly desirable.


  • Expert-level knowledge of RMF, NIST SP 800 series (especially 800-37, 800-53), CNSSI 1253, and other relevant DoD cybersecurity policies, directives, and instructions.


  • Demonstrated experience with eMASS or similar GRC tools.


  • Strong understanding of risk management principles, vulnerability assessment, incident response, continuity of operations, and network security architecture concepts (KSAT 108, 58, 61, 37, 1072).


  • Knowledge of current cyber threats, threat vectors, and effective mitigation strategies (KSAT 967, 1159).


  • Excellent leadership, communication, presentation, and interpersonal skills.


  • Strong analytical and problem-solving capabilities with a strategic perspective.


  • Must be willing and able to work rotating shifts if required by specific mission needs or incident response situations.


  • Must possess an active or be eligible to acquire Top Secret w/ SCI security clearance.

$90,700 - $199,600
