Summary:

Goldbelt Frontier LLC is seeking an IT Human Capital Manager to provide strategic support to the Defense Health Agency (DHA) Business Operations and Executive Support Services (BOESS), with a focus on advancing enterprise-level human capital initiatives.

This role is critical in shaping workforce optimization strategies that align with the agency's mission and ensuring workforce readiness in support of IT, cybersecurity, and digital transformation objectives. The ideal candidate will serve as a strategic advisor to executive leadership, collaborating with program stakeholders and C-suite equivalents.

This is a high-visibility role with strategic oversight of military and civilian personnel functions across the ADHCA, RMED, and SDD PMO/Branches, directly supporting human capital lifecycle activities such as recruitment, onboarding, organizational design, performance evaluation, awards, timekeeping, and temporary duty assignments.

Expected 5-year contract contingent upon award.

Responsibilities

Essential Job Functions:

Strategic Workforce & Talent Management
  • Advise DHA leadership on human capital strategies aligned with IT and cybersecurity goals.
  • Support onboarding and orientation for federal/military hires integrating into cyber and IT environments.
  • Oversee hiring strategies, optimizing recruitment for hard-to-fill IT/cyber roles.
  • Coordinate with C5ISR and DoD cyber mission partners to ensure personnel readiness.
  • Develop and maintain organizational charts, force structure documents, and position descriptions.
  • Guide performance management to align workforce development with cybersecurity objectives.

Workforce Planning & Compliance
  • Manage strategic workforce readiness, addressing skill gaps in cyber, IT, and analytics.
  • Lead in/out-processing workflows for military, civilian, PHS, and contractor personnel.
  • Advise leadership on talent alignment, career development, and succession strategies.
  • Track readiness metrics for cyber personnel and ensure DoD cyber workforce compliance.
  • Oversee Individual Development Plan (IDP) implementation aligned with DCWF and NICE/NIST guidelines.

Data Analysis & Policy Implementation
  • Utilize personnel and manpower systems for workforce data retrieval, reporting, and analysis.
  • Provide SME-level guidance on DHA, Army, Navy, and Air Force personnel policies.
  • Support human capital strategies for emerging technologies, cybersecurity, and IT modernization.
  • Collaborate with IT leadership to ensure HR operations support enterprise IT and cyber resilience.
  • Perform additional high-level duties in support of evolving leadership priorities.

Qualifications

Necessary Skills and Knowledge:
  • Expertise in human capital management, workforce planning, and IT/cyber personnel operations.
  • Deep understanding of DoD manpower systems, personnel regulations, and cyber workforce governance.
  • Familiarity with DoD Cyber Workforce Framework (DCWF) and NICE/NIST Cybersecurity Workforce guidelines.
  • Strong data analysis and reporting skills for workforce trends, readiness metrics, and talent planning.
  • Proficiency in HRIS, Microsoft Office Suite, SharePoint, and analytics tools.
  • Excellent communication, stakeholder engagement, and change management abilities.

Minimum Qualifications:
  • Minimum 5+ years in human capital management or workforce planning, including 2+ years supporting IT/cyber personnel in a DoD or federal environment.
  • Experience managing full HR lifecycle activities for IT/cyber teams.
  • Strong knowledge of DoD manpower regulations, talent management, and workforce analytics.
  • U.S. Citizenship and ability to obtain a Public Trust clearance.

Preferred Qualifications:
  • Bachelor's degree in Human Resources, Information Systems, Cybersecurity, or Business Administration (Master's preferred).
  • SPHR, PMP, CISSP, or CHCO certification highly desirable.
  • Experience supporting DHA, DoD cyber initiatives, or IT modernization efforts.
  • Familiarity with zero trust architecture, secure cloud adoption, and cyber workforce strategies.
