Summary:
Goldbelt Frontier LLC is seeking a dynamic and highly motivated Subject Matter Expert (SME) - Journeyman to support the Defense Health Agency (DHA) under the Business Operations and Executive Support Services (BOESS) program. This role is ideal for a forward-thinking professional with a proven background in strategic planning, workforce transformation, and human capital management-particularly within federal healthcare or defense sector environments. You will play a critical role in supporting enterprise-level initiatives that drive mission readiness across the Military Health System (MHS).
Expected 5-year contract contingent upon award.

Responsibilities
Essential Job Functions:
- Provide strategic guidance and technical expertise in support of IM/IT workforce planning and human capital management initiatives at the enterprise level.
- Assist in developing and refining strategic plans, enterprise roadmaps, performance metrics, and policy recommendations aligned with DHA's strategic goals and the broader MHS mission.
- Analyze complex organizational challenges, identify gaps or inefficiencies, and recommend innovative, data-driven process improvement strategies across large-scale, multi-agency environments.
- Collaborate with stakeholders across the Department of Defense (DoD), DHA, and other federal organizations to ensure enterprise alignment and compliance with healthcare, information technology, and human capital policies.
- Recommend strategies for workforce optimization, skill development, and technology adoption to address current and emerging mission needs.
- Support enterprise business transformation efforts through data analytics, performance measurement frameworks, and risk management methodologies.
- Engage with cross-functional teams and support decision-making at the senior leadership level with actionable insights and forward-thinking recommendations.
- Provide operational support and fulfill ad-hoc tasks as needed in a fast-moving, mission-critical environment.
Qualifications
Necessary Skills and Knowledge:
- Strong analytical skills with demonstrated proficiency in strategic planning, organizational transformation, and business process improvement.
- Expertise in business process modeling and improvement frameworks, including Lean Six Sigma, Business Process Model and Notation (BPMN), and other continuous improvement methodologies.
- Deep understanding of federal workforce planning, human capital strategies, and performance management practices.
- Exceptional written and verbal communication skills with the ability to engage and influence stakeholders across all levels of the organization.
- Ability to manage shifting priorities, meet tight deadlines, and perform under pressure in complex operational environments.
- Strong collaboration and stakeholder engagement skills in a multi-agency, matrixed organization
- Demonstrated ability to work independently and as part of a collaborative team.
Minimum Qualifications:
- Minimum 3-5 years of relevant experience in strategic planning, enterprise transformation, or organizational performance within a federal or defense-related environment.
- Familiarity with federal health programs, organizational governance structures, and DoD/DHA operations.
- U.S. Citizenship.
- Ability to obtain and maintain a Public Trust clearance
Preferred Qualifications:
- Bachelor's degree in business administration, Public Policy, Healthcare Administration, Information Systems, or a related field.
- Prior experience supporting federal health IT initiatives or enterprise-level transformation projects in the DoD or Military Health System (MHS).
- Working knowledge of federal performance management frameworks and strategic planning guidance, such as:
- Government Performance and Results Act (GPRA)
- President's Management Agenda (PMA)
- Office of Management and Budget Circular A-11 (OMB A-11)
- Industry certifications in one or more of the following:
- Project Management (PMP)
- Business Analysis (CBAP)
- Agile/Scrum (e.g., SAFe)
- Change Management (e.g., Prosci)
