KASTELLUM seeks exceptionally qualified Staff Operations Officer (SOO) / Desk Officer to support USSOCOM.

A Staff Operations Officer (SOO) serves as primary interface between the customer’s Headquarters Staff and the operational elements either at Home Station, in other CONUS locations, or forward deployed to OCONUS locations. The SOO, working under the direction of the customer, plans, coordinates, and advises on HUMINT operations.

The SOO supports home station and deployed operational elements by providing operational research, analysis, and advice in furtherance of the customer’s objective to acquire intelligence. The SOO utilizes customer-specific databases to conduct research and to write summaries, reports, official correspondence, and guidance. The SOO provides thorough and knowledgeable briefings to the customer. They assist with the implementation of Intelligence Community directives and procedures legally required to facilitate operational requirements. They draft comprehensive written reports for direction and guidance of current/future operations. They provide substantive feedback and evaluation of HUMINT operations, and ensure operations are conducted in accordance with applicable laws, regulations, and policies and in compliance with Intelligence Oversight requirements.

The SOO develops and/or contributes to the development of Operations Orders (OPORDS) and Concepts of Operations (CONOPs), ICD-304 operational and coordination cables, and other official communications.
The SOO coordinates with analysts to ensure the provision of intelligence support packets, production reviews, targeting packets, counter-intelligence reviews to support Senior or Annual Review Panels, and support asset validation.
The SOO assists the customer in the maintenance of required Asset Management files using appropriate classified systems to ensure complete source dossiers are maintained in accordance with regulations. They collaborate with reports officers and intelligence analysts to improve collection efforts and achieve operational benchmarks set by the customer.
The SOO supports pre-mission training events for force provides; and plans, manages, and executes Staff Mission Briefs (SMBs). The SOO will not directly participate in intelligence collection activities.

Job Requirements: Staff Operations Officer (SOO) shall possess the following qualifications:

• Shall possess a current Counter-Intelligence Scope or Lifestyle polygraph or be willing to take a polygraph exam.
• Shall possess an in-depth understanding of advanced HUMINT operational techniques, HUMINT authorities, collection processes, the HUMINT operational cycle, Intelligence Oversight, and the Intelligence Cycle.
• Bachelor’s Degree required. Education requirement can be substituted by an additional six years of full-spectrum HUMINT collection experience.
• Must be a certified HUMINT collector (Case Officer) and have graduated from a recognized certification course.
• Must have completed at least two operational assignments as a HUMINT core collector.
• Must have completed at least one staff assignment (minimum of two years) managing/overseeing HUMINT collection operations at the Major Command, Theater Special Operations Command (TSOC), Army Service Component Command (ASCC) or Geographic Combatant Command (GCC) level, or other Intelligence Community collection agency.
• Must possess at least three years of experience planning and conducting controlled HUMINT collection operations and providing strategic perspective, guidance, and oversight of HUMINT operations.
• Must possess at least three years of experience performing headquarters-based operational case management, managing the collection of foreign intelligence, and working with counter-intelligence programs.
• Must possess working knowledge in the areas of national-level Special Operations Forces and Special Operations intelligence functions and capabilities, or national-level Intelligence Community functions and capabilities.
• Must possess expertise utilizing classified Intelligence Community-approved cable communications systems and administrating Asset Risk Management System (ARMS).
• Must possess six years of experience and be able to demonstrate proficiency in researching, building, staffing, and presenting information briefs and decision briefs to audiences at the rank equivalent of O-5/GS-14 and above.
• Must be able to demonstrate the ability to communicate effectively, both verbally and in writing, as well as to establish and maintain a strong customer-focused working relationship.
• Must have demonstrable proficiency with Microsoft Word, Microsoft PowerPoint, Microsoft Excel, Microsoft Outlook, and must have a working knowledge with Microsoft Project and Microsoft SharePoint. Proficiency with standard commercial software applications (e.g., web browsers, Windows) is also expected.
• Current Top Secret clearance and SCI eligible.
• Must possess a valid US passport
• Must be able to pass all pre-deployment requirements including a medical, dental, psychological, background, credit, and security screens as deemed necessary to be considered deployable.
• Must be able to obtain all required immunizations deemed necessary by the contract.
