Opportunity:
Program Finance Manager role for a large GSA program with over $100M annual Revenue. Supervise two program PFAs and serve as primary interface with the PMO and Government liaison on all funding and invoicing matters.
This position is located in Aberdeen Proving Grounds, MD and can be worked 2-3 days a week in the office. It requires a Secret Clearance.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Responsibilities:
- Duties include creating and tracking annual fiscal plans, long range plan, reviewing monthly rolling forecast and providing timely updates for associated R&O.
- Serve as lead for the program finance team as well as the customer to maintain contract EAC, spend plans, prepare MIPR mapping and contract billing, and monthly financial deliverables.
- Provide oversight to ensure cost performance against plans and contractual cost obligations are met.
- Coordinate and answer daily adhoc requests from the PMO and customers.
- Comply with financial controls, procedures, system requirements, and forecasting techniques, as directed, to evaluate contract/program status and ensure compliance with government and customer requirements.
- Primary focus is to ensure accurate program funds tracking and reporting, MIPR mapping, and invoicing.
- Tracks and troubleshoots all DSO related actions for the program.
- Reviews monthly actuals versus forecast and provide variance explanations. Closely manages PFA team and coordinates with PMO procurement staff to minimize forecast variances and provide real time updates on the timing of large ODCs.
- May prepare ad hoc ROMs or assist with pricing efforts as needed.
Qualifications :
- A Bachelor's Degree or equivalent experience with a minimum of 8-11 years of related work experience to include 5+ years of program control OR financial management
- Active Secret Clearance
- Advanced MS Excel skills such as pivot tables, filters, sumifs and Vlookups/Xlookups to work with large data sets to perform analysis
- Solid foundation of accounting principles to include cost collection, revenue recognition, Estimate at Complete (EAC) lifecycle, invoicing, and unbilled reconciliation
- High level interpersonal skills and be able to interact and communicate with individuals at all levels of the organization.
- Ability to work with multiple support functions (contracts, procurement, accounting).
- Strong organizational skills and ability to manage multiple tasks with a sustained high level of attention to detail.
- Ability to identify root causes and solve business problems; isolate trends and identify problems.
- Bring a customer service-oriented approach to management in a collaborative team environment.
- Effective time management, interpersonal written and verbal communication skills; willing to take ownership and be responsive to ad hoc data calls.
- Adhere to the Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley and all corporate and contractual policies and procedures as they relate to contract financials.
- Must understand contracts of various types (T&M, FFP, CPFF, etc.)
- Familiar with Federal Acquisition Regulations (FAR), Joint Travel Regulations (JTR), and Defense Contract Audit Agency (DCAA)
- Experience with accounting software and development of Work Breakdown Structures (WBS)
Desired :
- Experience with Deltek Costpoint, IBM COGNOS, and Oracle CAPS, Smartview, MS Query.
- Experience working with federal civilian or DOD personnel, including geographically dispersed teams and stakeholders is preferred but not required.
- PMP or CAPM certification.
